County Judge Winston Reagan explained the new option the commissioners have changing the grievance committee makeup to all grand jurors. Reagan said the legislature passed what he called "the Van Zandt County law" in 1983. The bill calling for the committee makeup option was introduced by Rep. David Hudson, Tyler, at the request of Van Zandt County Judge Sam Hilliard.

Bob Dearing, supervising inspector for the Texas Commission on Jail Standards, Monday said the annual inspection is not due yet but was delayed Monday when he realized a generator to circulate air was not installed. The generator is required in jails that have windows that won't open, Dearing said.

The Henderson County Jail windows are barred and welded shut, Sheriff Charlie Fields Jr. said. Smith officially filed their in-. tentions Monday to seek the post of Smith County sheriff in the May Democratic primary, county Democratic Party officials said.

Miller, 52, is a former lieutenant for the Smith County Sheriff's Department. He has been a resident of Smith County 19 years. Miller served as a Department of Public Safety trooper from 1958 through 1969 in Houston and Tyler. Former Smith County Sheriff J.B. Smith also filed for the office on Monday.

He announced plans Friday to seek the office again, this time as a Democrat. L. White." A Hawkins man, David Herbert Simmons, 30, was arrested and charged with murder Sunday about two hours after the shooting occurred.
