The plan would cost developers substantially more but would save the county money in road maintenance. action was taken on the proposal to require "developers to construct a base under their roads before the county would accept them for maintenance. The usual base in this area is iron ore gravel, but other materials may be used. Commissioners said they would vote on the proposal at their March 14 meeting. The present standard, which specifies only the amount of road and sand top on a road, is "inadequate," commissioners said.

"This upgrades the county roads. We have manypeople living on the county roads now. The present specifications do not take into account heavy traffic," Commissioner Jerry Shamburger said. "The ctunty is accepting these roads and then having to spend an undue amount to replace these roads, which were inadequate to begin with. They meet the specifications, but the specs are too low." County Engineer Kenneth Cline said a road built to present specifications costs about $50,000 per mile.

With the new standards, the cost would triple, to $150,000. But Cline pointed out the cost increase amounts to about $1,000 per lot in that mile. "The county taxpayers are in essence subsidiz-- Reg. $32.31 Reg. $35.62 Take advantage of these volume based prices in any quantity you need.

MOBILE HOME ing the road construction. The county is putting more into maintenance and residents still have poor roads," County Judge Bob Hayes said. Hayes said the proposed specifications would be available for review by the public. Also Monday, commissioners took the first step on construction of a new jail. Commissioners awarded the contract for site surveying to the low bidder, Houston-based Survcon on the recommendation of jail architect Jack Cates.

Survcon which has a Tyler office, bid $7,918 and can begin work next week. Other survey bids on the new jail at the intersection of Spring 'and Elm streets downtown, were Texas Steel Culvert of Arlington, $31,268, for corrugated steel culvert. Richardson Ford, $78,503.76, diesel-powered dump trucks. Holley Motor $16,181.10, half-ton pickup. Following a recess, commissioners also discussed a proposal for a policy to regulate Smith County subdivisions.

An executive session to consider legal representation was scheduled to follow the regular session. No action was expected after the executive session.
