theory of developing it through what is called a primary motion That is where I differ from them because I de- velop the power by secondary motionIn that manner the power that can be developed is almost nolimited "In the primary motion schemes tbe disc is mounted upright An effort is to apply the force ot gravity in such manner that the disc will revolve But uiy discs are mounted in a horizontal position and the application of tthe force is not directly on the wheels or discs from which it is intended to obtain the power thro ugn would be unwise- for me of course to give to tbe public tbe entire seuret of my invention But the forcebf gravity is applied to a lever that acts oa the wheels in such "a manner that" the pres- sure of the leverage is overcome and there is a surplus of power for driving the wheels There is alwais a surplus a id it is cnis that produces the perpetual motion am perfectly willing to be criticised id court the closest inspection because I wish to col tbe counsel for the defense or the examining magistrate When citizen is arrested on a serious charge his friends and the public have tbe' same right to be informed in tbe matter as tbe friends jand it while a newspaper report neither dismisses nor conviets the press should be careful to so modify expressions that the sensitive mind will not be shocked nor the morbid mind be incited to criminal desires otherwise society might be outraged If it be the duty of the courts to presume tbe accused innocent until bis guilt is established beyood a reasonable doubt how much more so should it be the duty of the press the influence of which is so wide spread The press should be fair and impartial but particularly jn cases where threats of violence have been the accused an organized force or even in cases where the complainants are held in higher social esteem and exert a wider influence than the accused should the press be extremely careful to present tbe extenuating circumstances if there be any in connection with the tncritninat log statements in order that the public mind may be calmed if disturbed by stones of a crime of a dastardly or revolting nature or that it may not be unduly incited to interfere with the modes of legal procedure which the law-making bodies iu their wisdom have prescribed Tbe rights jL tbe individual must ie held sacred and mob law is not to be tolerated be the accused person prince or peasant If every man who feels tbat be is grossly wronged be the wrong real or imaginary were permitted to administer the law after his own fashion our Twentieth century civilization would soon revert to a condition of anarchy and barbarism From the standpoint of journalistic ethics it is therefore the duty of tbe press to act as au auxiliary to tbe safe actual count made by the canvassers for the new city directory it was 5050 shoWiBg anliicrease of 1891 in the number of inhabitants in three years or over 60 per cent At the same rate of increase Lor the next seven years the population of the city will exceed 12000 when the federal census of 1910 is taken An actual count was however hardly beceseary to prove the growthof Fort Collins as the activity in budding so noticeable io the past three years is evi dence that cannot be disputed The fact that-this activity is greater this year than ever before shows that the de mend for dwellings is still unsatisfied notwithstanding the large number that have been erected in the past three years It goes without saying (that this demand would soon cease if pew people were not constantly coming into towg in search of homes Very many of the factors that tend to build up city are With membership of about 500000 ia the nation the fraternal order of Elk has expended ho less than 1189000 for between Oak and Qlitfe streets meets with general approval There was much well grounded opposition to placing the building in the center of the park which the council did wisely in considering and as a compromise measure iD which clashing opinions were harmonized the location decided upon is the best disposition tbat could have been made of the matter The location facing one of the handsomest residence streets in town is in our opinion much better for a library building than tbe center of the park would have been The second aDLual directory of the city of Fort Collins has made its appearance It was compiled published by Messrs Kelley A Carroll of Greeley and is far more complete in detail and freer from annoying errors than the directory ieaued in 1902 and also is a handsomer volume Great care was taken by tbe canvassers and compilers to makeihe directory for 1903 absolutely correct and in this they have most admirably succeeded An accurate census of the city was taken by the canvassers while gathering data for the work and from their carefully -compiled figures it appears that on July 1st Fort Collins had a population of 5050 These figures correspond with estimates made by well informed citizens based on the school census the numoer of voters and other reliable data eo that henceforth the claim of a population of 5000 can be made withqut a blush Messrs Kelley A Carroll are entitled to a great deal of credit for the accuracy and complete: of the directory for 1903 In the Metropolitan Art Museum in New York City is hung a massive painting of the court of
