Philip W. Bemis, associate coUnty agent, noted yesterday that homeowners have reported the tootle is already busily defoliating flowers and garden crops and damaging lawn turf. Control of the adult beetle is difficult, because while they are easily killed by chemicals, a new group quickly moves in to replace those killed. The best plan of control, says Bemis, is a program which at- tackJ; the grubs in the turf and lessens as much as possible the emergence of adult members in July.

The adult beetle digs into the soil about two inches during August and lays its eggs. The tggs hatch young grubs in about days 'and these grubs soon 'iQg'm their life cycle of feeding on grass roots. Johnson lias ict out to disprove Rudyard Kipling's famous refrain: "East is east, and west is west, and never the twain shall meet." Johnson is sponsoring legislation to establish in the new state of Hawaii a unique institution to be known as "The Center for Cultural and Technical Interchange between East and West." The purpose of the center, according to Johnson's bill, is to provide a place where "scholars, students and other leaders of various fields may meet, study and exchange ideas and viewpoints." Complex Operation The State Department would be responsible for establishing and operating the center. The U.

S. government would contribute some financial support, and the State Department also would be authorized, to accept donations from private individuals or foundations. As a personel project of the powerful Senate majority lead cr, the bill seems assured of sympathetic tentioh. Chairman Congressional at- J. William Fulbright'(D-Ark.) said most members of his Senate Foreign Relations Committee were generally in favor of the proposal.

He added, however, that several thought the plans should be spelled out more.specifically. As introduced by Johnson in the Senate and by Hawaiian Delegate, John A. Burns in the House, the bill gives ho details of where the center would be built, how much it would cost or how many scholars it would accomodate.
