bonds squires said yesterday at a meeting of County Finance Committee Members of the committee meeting to discuss matters which are scheduled to come before the full court at a special session next Saturday expressed sharp criticism of County Judge Howard Bozeman who was sitting in on the discussion The squires warned that a special tax may have to be imposed on property in the county HeartAttack Downtown Loop Engineer Named Step May Be Completed By January By RALPH GRIFFITH The state has approved the Mid-South Engineering Co of Knoxville for engineering work on the Downtown Loop and city officials believe this first big step will be completed before the first of next year The Knoxville Journal learned yesterday The engineering firm is to go to work immediately on notification from the Tennessee Highway Department Dave Bowman company president said The firm must now be approved by the US Bureau of Roads but this is usually a formality if -3 the state recommends the firm Back-To-School Activity To Start This Week First phase of the back-to-school movement starts this week with registration at some schools About 65000 pupils are expected to attend classes in city engineering work Whitlow estimated it would take three to complete the job and Bowman estimated it would take five months believe that the work will be completed before the first of next Whitlow said things proceed as they are how and no hitches The downtown Loop a system of limited access highways which will circle central business district has been called the most important phase of proposed highway construction and necessary for the continued health of the business district The loop will generally run parallel and east of Central Street to the east of the business district parallel and north of Magnolia Avenue north of the district parallel to Henley Street and probably through what is now yards and on to Neyland Drive The loop will tie into some existing streets with a system of ramps and traffic interchanges and also into the federal highway system Present plans call for the loop system to be constructed under the primary road program with the city paying for one-third of the right-of-way costs Mayor Jack Dance however is attempting to get state and federal approval for the loop to go under the federal program which would mean 100 percent cost to the state and federal governments The engineering work is the first step in a construction program The engineering firm will make detailed drawings of of routes rights-of-way and the design of roadways overpasses and interchange systems Whitlow said plans on all phases of the loop system would be except those of the western leg MPC staff members want the western leg to go through yards but the cost might be prohibitive and final engineering plans cannot be completed until the route is definitely set Cost of the engineering work is being shared 50-50 by the state and federal governments Second step in the construction program will be to obtain state and federal approval of the plans Third step will be to appraise the property and then acquire it The final step will be actual construction The loop was first put on the plan for construction in five years but because of its importance and because of the early engineering work Jt is now hoped that actual construction can be started before the end of support the for- Merchant Crushed By Elevator Special Te The Journal JEFFERSON CITY Aug Buford Hodge 47-year-old prominent merchant here was killed instantly tonight when he was crushed between a freight elevator and the door The accident occurred at his West End Market here The two-story freight elevator operated between the basement and the street floor of the general merchandise and produce business here Ambulance attendants reported Hodge was caught between the elevator and the flooring of the first floor of the store as the elevator rose to the top His head and shoulder were crushed DIXON 111 Aug 24 OB A attorney said three little sisters found dead in an abandoned quarry today apparently were buried in a landslide started by a bulldozer crew The crew was headed by father of the victims An inquest jury returned a finding of in the death of the Gurnsey Nancy 10 Ruthie 9 and Theresa 8 The crushed bodies of the girls huddled together under a buried tree were uncovered by rain-drenched workers in the predawn hours James Bales Lee County attorney said investigation of the vast slide and reports of workmen showed the cascade of earth started from a bulldozer filling the 70-foot deep pit The girls apparently were playing by the tree about halfway down the slope into the pit he said Bales said the landslide probably occurred Wednesday the day the girls disappeared from
