channel from UHF to VHF at a later date as result proposed yesterday in Washington by the Federal Communications Commission the AP reported This would mean that WTVK could change from its present Channel 25 to a low number channel that can be tuned in without UHF equipment or adapter on the receiving set FCC invited comments by Feb 19 on proposed standards which would permit assignment of VHF stations at shorter co-channel separations than present minimum spacings In this area now stations within 200 miles of each other cannot be on the same channel Under the proposal FCC would consider shorter space VHF assignments in certain markets not yet publicly designated At Evansville Ind John Engle-bnck president of South Central Broadcasting Corp operator of WTVK said he believes the FCC proposal includes the Knoxville market If the proposal goes into effect a spokesman for the television station said it will apply to FCC for authority to change channel a process probably requiring six to eight months The commission yesterday also proposed reduction of minimum VHF adjacent channel separations from 60 to 40 miles This would mean that stations 40 miles apart could be on adjacent channels such as Channel 4 and Channel 5 orkshop For Retarded Seen For City Schools Supt Thomas Johnston told the Knox County Council of Retarded Children last night that a sheltered workshop for retarded children was a possibility for 1960 Johnston said the proposed addition to the city school facilities in effect bridge the gap between the age group attending Elmwood School and the age group enrolled in Van Gilder Occupational Training at Moses School He further suggested that facili ties at Van Gilder be expanded as well as the Educationable Mentally Retarded program Johnston pointed out Bingham of Nashville executive secretary of the Tennessee Municipal League said yesterday he expects from one to two dozen suits be filed soon in Tennessee on the controversial question whether municipal power boards must make payments in lieu of taxes to counties From among these suits he added TML will select one as a test case in which it will support the municipal position against the county claims Two such suits were filed last month in federal courts one by the City of Greene-ville against Greene County and the other by the City of Tulla-homa agamst Coffee County In each suit the court is asked to declare that under Section 13 of the Tennessee Valley Authority Act neither the city nor its electric A Clubs Add To March Of Dimes Four Knox County Hi-Y and Y-Teen clubs collected the basis of electric property located in the counties but pay it to the cities In other words according to the complaint the cities get the share as well as their own Exceptions are the larger power boards including those Knoxville Chattanooga and Nashville which make payments in lieu of taxes to counties and cities The question has been tried in the state courts in the City of Murfreesboro case The Tennes see Supreme Court ruled in this suit that the city must make pay ments to Rutherford County The US Supreme Court declined to review this decision George Adams Retired Railway Worker Dies
