who had No 138 at his local draft board at the head of the line The Selective Service Bill had been signed Sept 1 and over 16000000 men registered for the draft on Oct 16 Here in Knoxville six men one from each draft board held the number They were Vaughn Smith Verlin Lee Keith Stanley Fairwiek Jones Jesse Eugene Arnold James Edgar Davis and Kermit Newton Weaver RECALLS EVENT Today Smith of 408 Chilhowee Drive and Keith of 400 Balsam Drive remember the draft of 20 ears ago with mixed emotions Smith now 45 years old said somebody from the draft board (No 6) came to see me They told me I would be the first to go But they had so many volunteers they didn't call me right away" He kept waiting but others kept volunteering He woiking at the time and the waiting got on his nerves So on April 8 dormitories are planned but UT officials didn't reveal any details There are now 8300 day students on the UT campus here and a spokesman said 800 more men students would probably be enrolled if the rooms had been available had that many applications approved this fall from men students who come because of the lack of housing the spokesman stated The peak is expected in the 1963-64 school year the spokesman continued adding that three factors are involved which will make the 1963-64 year the apex: 1 The World War II and post war birth rate Those born during the war years and the immediate Shift Of Channel Television Station WTVK at Knoxville has petitioned the Federal Communications Commission in Washington to assign Channel 8 to this area so it can change from ultra high frequency to very high frequency This was announced yesterday in Evansville Ind by John Engle-brecht president of South Central Broadcasting Corp which operates WTVK now on UHF Channel 26 He said the petition was filed recently by South Central for the station Englebrecht said since the filing the FCC has annuonced it will permit replies or objections to be brought before the commission within 45 days from Sept 30 It is considered likely that the FCC will complete its consideration of the matter by next spring so that the change if approved can take place during the summer If WTVK is allowed lo telecast on Channel 8 it will mean TV watchers will be able lo tune the station in without UHF equipment or adapters on their receiving sets Knoxville now has two VHF sla tions WATE-TV is on Channel and WBIR-TV is on Channel 10 Cuban Planes Given Insignia Of US Air Force HAVANA Oct 20 Diplomatic sources said today they had information that five twin-engine Cuban Air Force transport planes were painted with US insignia at the nearby San Antonio de Los Banos Air Base for unexplained reasons These sources said they believe the Castro regime may be planning to use the aircraft in some venture skies but the mercury is ex pected to dip to a 34-degree low tonight Official high yesterday was 60 degrees recorded at midnight But the mercury at the time was dropping and continued the decline
