McNamara Directive Calls for More Efficiency, Less Waste- Army Cutting War Production to Avoid Wasteful Viet Surpluses WASHINGTON (AP) - The Army is slashing war production orders involving millions of dollars and is shuffling around other millions in on hand goods in a broad effort to avoid wasteful surpluses in Vietnam, Penta- gon sources report. The move is in line with Secretary of Defense Robert S. McNamara's new directive urging efforts to "avoid the inefficiencies and waste" of past wars. McNamara told the services and defense agencies Friday the Korean war resulted in $12 billion in supply excesses, much of which had little salvage value because of deterioration and obsolescence. "I am determined that this will not happen in Vietnam," McNamara said. A high-level defense team returned from an inspection tour of the war zone a few days ago and told McNamara that for the 12 Times Herald, Carroll, la. The team, including representatives from the Pentagon's Installations and Logistics Office, told McNamara the straightening of records on 300,000 items had slowed inven- tory work. Because the Pentagon literally threw open the production faucet at the start of the buildup, stocks of some of the 300,000 items soared beyond needs and are being trimmed. The Army ammunition inventory, for example, is being reduced by $50 million, sources said. Earlier this year McNamara ordered bomb production reduced by several thousand tons a month.
