He says: "Our policy is to secure all the promising young talent possible. carry the maximum number of twenty-live during the season and put out on oly tional agreement the ilmit number al- lowed under the laws for development. Furtherrhore, we plan to dispose of I some of our old blood, inject new material and stir up the entire organization.

"If I had had my way all HA clubs would have been allowed to carry fifty players during the season, thirty under contract and twenty on optional agreement, in order to offset the continued refusal of tbe three class AA organizations to agree to the selective system. At the major league, meeting last December I advocated the thirty and twenty plan, but the two leagues finally agreed on twenty-five under contract and fifteen on optional agreement The Brooklyn club will go the limit Oh both propositions this season. Last year we carried only twenty or twenty-one players on the payroll and eight on optional agreement. We now have thirty-four players enrolled and six out on option. We will start the season with those thirty- 1 four, gradually chopping off the surplus nine until on May 15, we will reached the legal maximum of twenty-five, the nine turned back completing the fifteen out on optional agreement for redelivery next antumn.
