bill will consume in its discussion so much of the time that the educational bill will not be acted on in that body Thus demo cratic lunacy on the tariff question hurts the country In two ways The tariff agitation hurts business by causing doubt as to the future while the failure to pass the educational bill leaves the fearful illiteracy of the country especially of the South to grow worse and only 89 per cent or a little over one-third were drunken We are not told however whether these hard drinkers or how many of them were demented by drink at the time of the commission of their crimes This argument that crime is mainly or largely due to drink will not pan out and friends of temper ance err in making it The truth is that drunken or hard-drinking men cannot commit most of the great felonies and about the only class of felonies aggravated by drink are crimes of passion such as serious assaults homicides murders Burglaries forgeries arsoa horse-steal-log embezzlement grand larceny gross breaches of trust and the like are actually beyond the drink-clouded faculties of the common toper The misery and wretchedness of the world are largely caused by drunkenness and are most certainly aggravated by it but the great crimes of the world except-' lug those of passion are not We took occasion several years ago to investigate this question of the relative causes of crime The statistics were sent to us by the officers of the Ohio penitentiary We do not recollect the exact fig-ares but our memory is clear as to the general conclusions reached from the statistics which were remarkably full and well arranged The ratio of Intemperate to temperate convicts was less than that of the same classes amongst noncriminals It appeared indeed that the convict class was much given to abstinence and very much to temperance of drinking One thing did stand out so distinctly and with so infrequent break in its uniformity that there could be do doubt as to the lesson ta (i ght Illiteracy partial or total was so nearly universal in the record that the exception of even an ordinarily educated person amoDg these convicts became phe-nomenaL Defective moral training during the period of youth was the common characteristic -Temperance advocates and ail good people ought to be temperance advocates may learn a lesson from these facts which they will find uniformly existing among the criminal classes of 'the United States and Europe Ignorance moral and intellectual barrenness is the prolific and principal cause of crime If they wish to lessen crime they will find the same means effective that are used with most success in diminishing the vice of intemperance They need to do everything possible to Increase the number and improve the moral character of the schools for all the youth of the laud The Republican Candidate for Governor Both before his nomination in anticipation of the event and since his nomination by way of com ment we have had remarks to make respecting the Hon Frank Beid of Davidson who has been honored with the republican candi dacy for governor- We desire at present and after hearing men talk about the nomination and reading what our exchanges have thus far printed about it to group and a little enlarge our opinion of the nominee' Five days have passed since the responsible duty and enviable honor of representing the republican party in its contest for the highest state office were conferred upon Mr Beid Each day has strengthened our conviction that the convention did a very wise thing in nominating him and our belief already strong that he will be elected The candidate is young By in heritance he has honor courage and social distinction He is pleasant gentleman easy of approach companionable and respectful of the rights of others He is not only truthful but frank almost to Impetuosity His education both literary and legal is excellent making fine natural abilities doubly available and effective These who have read his speech of acceptance need not be told that he is a clear definite thinker or that he is an accomplished rhetorician those who heard him deliver it before the convention ate uniform in their testimony that he is an orator of no mean rank His mental temperament moral principle and intellectual resources have been subjected to the severe test of Judicial duties and it has never been insinuated that he has proved unequal to the demands they made upon his mind heart and acquirements Politically" he Is thoroughly southern thoroughly American and thoroughly republican Being the first this without fear and unselfishly his public life and effort have been freely with increasing power and improved faculty given to the cause of teaching republican doctrine and extending republican influence throughout his community He now has the great duty of his career to perform His native state suffers from the abuse and spoliation of stupid and reactionary bourbon ism From this he leading his party must reclaim it and put its government in sy mf-pathy with the broad national economic honest sensible and pro gressive principles of republicanism We have every confidence that he will so do this great duty that his friends will be proud of him his party gratefalaud his state be blessed by the result THE PRESIDENCY Authentic Lists of Republican Delegates to Chicago Their Choice for the Nomination EstimatFS ef the Vote In the Coming Convention New York Herald About one-half of the delegates to the National Republican Convention have now been chosen All of the larger states except Ohio have ap pointed their men and their prefer ences are pretty well known here having been ascertained by private correspondence as far as possible wherever no public expression has been given The result will surprise those who have not been watching the selection of delegates Twelve Btates and two territories have selected fall delegations In nine other states district conventions have been held On Wednesday next the 23d inst in Connecticut Mississippi New York Ohio and Virginia the republicans hold state conventions On the 29th they are to be held by the republicans of Kansas and Texas and on the 30th by the republicans of California Florida Iowa Maine Massachusetts Michigan Nevada New Hampshire Oregon Vermont West Virginia and Wisconsin On May 1 the list is to be completed by Kentucky Minnesota Nebraska and North Carolina leaving the territories to hear from delegates chosen Below is a list of the delegates so far chosen In Alabama Arthur has 19 and Blaine 1 In Arkansas Arthur has a solid delegation of 14 In Delaware Blaine has 5 and Arthur 1 In Georgia Arthur has a solid delegation of 24 In Illinois Arthur has 6 and Lot gan 38 one district being contested In Indiana the Bentiments of the delegates as far can be learned from private correspondence are a good deal mixed Six express a preference for Arthur 7 for Blaine 4 for John Sherman 6 for Gresham 2 for General Sherman and 6 decline lo state their views The delegation as a whole agree to vote for the most available candidate without regard to their personal feelings In Kentucky 6 delegates have been chosen four of whom are for Arthur and two whose preferences can not be ascertained are claimed by Blaine and are credited to him In Louisiana Arthur has a solid delegation of 16 Iu Maine only two have been chosen who are for Blaine of course Massachusetts -has given 2 to EI-munds Michigan has elected two which are claimed both by and friends They are divided between the two candidates in the summary Mississippi gives Arthur 2 The Missouri delegation is the subject of much discussion and haB been distributed among the different candidates in a reckless way by newspaper writers The best information can be obtained gives Arthur 11 Blaine 19 Logan 6 and Edmunds 5 The preference of Mr Filley who is understood to control a good many votes is unknown and until it is determined the delegation cannot be accurately estimated Filley is claimed by Blaine and Logan but friends of the president have received what may be considered assurances that he will support Mr Arthur Iu Nebraska two delegates are selected who have been claimed by friends but ex-Senator Fad-dock telegraphs that they are positively for Arthur The whole New Jersey delegation is claimed by Blaine but Senator Sewell' who is one of the delegates-at-large gives Blaine 8 and Arthur 10 in his estimates The New York delegation is and will continue to be the subject of controversy until the ballots are taken in the National
