2-DEL RIO (TEXAS) NEWS-HERALD, Tuesday. May 4, 1971 Del Rio Student Wins State Award BERRY'S WORLD A De! Rio High School student, Charles Love, took first place honors in state competition last week during the 23rd annual state meeting of the Texas Association of Vocational Industrial Clubs of America held in San Antonio. Love placed first in the skill-speed contest in auto mechanics and is now eligible to compete in the VICA national contest to be held in Indianapolis in June. The judging was based on speed and accuracy in the job in a particular situation. Fifteen students from Del Rio High School went to the meet which was held at the San Antonio Convention Center and Fox Tech High School.

Attending were Dwayne Casper and Hernando Hernandez from Building Trades with Garland Hill as advisor. Ruben Rodriquez and Mike Horton from Drafting with Sam Lane, advisor. David Hinojos and Juari i Del Rio Ozuna from Electrical Trades, John Graff, advisor. Nicholas Piemental from Printing, Charles Carlson, advisor. Ruben Englishbee and Joe Ruiz, Metal Trades.

Kelley Goble and Isaac Acosta from Auto Shop with William Langford, advisor. Charles Love, Hector Borrego and Pete Sosa from Industrial Cooperative Training with Salvador Ortiz, advisor. Bert Lynch, the director of Vocational Training, also made the two-day trip. Newman Remains IGNC Director Coleman Newman of Del Rio was re-elected regional director of the International Good Neighbor Council at the organization's general assembly, just completed in Tampico, Mexico. Newman is director for Region 8 of the United States Section.

TWENTY-FIVE YEARS AGO May 4,1946 The Del Rio Livestock Association announced that 200 horses have already been entered in the upcoming four-day meet.

Newman served as a member of the resolutions committee at the convention. Resolutions were adopted as follows: 1. The IGNC asked Mexico to set a uniform age for admission of unaccompanied youth to Mexico. Age minimums now range for 16 to 18. The resolution recommends 18.

Included in the report which was published by the Department of Health in Austin, was a letter from the Leon Valley Migrant Health Project following a visit to Val Verde County. In the letter J.L. Chandler, assistant project officer, praised the cooperation of Mrs. E.L. Worley director of Planned Parenthood Association of Val Verde County, and expressed his hope that such a service could be established for the Leon Valley area.

Chandler also commented on the Child Development Center's impressiveness and said that Leon Valley-was In the planning stage for constructing a building which could house such a facility. Mrs. Ann Ozuna is the program director of the Child Development Center here. Planned Parenthood Association of Val Verde County is participating in the new Migrant Referral Program which is contracted to Planned Parenthood-World Population. Lloyd Bentsen has introduced a bill which would excuse citizenship applicants who are at least 50 years of age and U.S. residents for 20 years from the test of ability to read, write and speak English. The legislation would permit applicants who are otherwise qualified for naturalized citizenship to take the tests in their native language. The bill would extend the privilege of citizenship, with the language ability exemption, to those who are at least 50 years of age and 20-year residents of the U.S. at the time of their citizenship application.

The exemption is not a new one under immigration law, but the previous exemptions had a cut-off date of 1952. The legislation introduced by the Senator would extend the 50-year age, 20-year residency and language exemption from 1952 to date. residency as of that date, which means that a resident now would have to be at least 68 years of age and have lived in the country for as much as 38 years to meet that 1952 exemption. The Bentsen Bill would update the exception to applicants who are at least age 50 and who have 20 years of residence at the time they apply for citizenship. "Many of these residents have children who are U.S.

citizens, including many who have served in the Armed Forces," the Senator stated. "This bill will help overcome the language barrier for those who want to become U.S. citizens." AUSTIN (AP) A federal government deadline of Oct. 1 for reviewing the ethnic make up of Some Texas school districts is "totally unrealistic," a top state education official said Monday. Leon R.

Graham, assistant commissioner of education, presented an analysis of recent federalcourt orders at Tyler on school integration. He said one order requires the Texas Education Agency to review each year all districts in which there are schools enrolling 66 per cent or more minoroty group pupils and to decide whether pupil assignment plans are in compliance with federal standards. Graham said the TEA has been using reporting forms developed by the U.S. Department of Health, Education and Welfare which are not available until October, and it is usually January before the data can be processed. said, "lor this agency to make the findings prescibed for each jsuch district would require a visit to all the districts involved.
