"t had faith in the people of the area, however, t knew we needed a Junior college in the area and I felt the people would also want one.'* Dr. Jackson came to Bra- zosport from the staff of Texas A&M University In 1961 to join Brazosport Independent School District as assistant superintendent. He later became deputy superintendent and finally superintendent of schools in May, 1966. Perhaps the greatest triumph in the junior college's history Is the recent passage of the f 5 million bond election for the construction of a permanent facility. Voters approved the measure by a near 2-1 margin. The final vote was 2,107 to 1,040, with approval given in all nine precincts in the district. The college, now In temporary quarters In the former LSJiler School, will probably move into the new facilities in the fall of 1910. The site for the building is located in a scenic bend of Oyster Creek, between Lake Jackson and Rlchwood. A proposed county road which will be an extension of Oyster Creek Drive in Lake Jackson will serve the location. The road will extend from Oyster Creek Drive eastward to Highway 288. The bulldlnf Itself, designed by the architectural firm of Caudlll, Hewlett and Scott, will accommodate 1,100 full- time students after completion DR. J. R. JACKSON Jr. College president of the first phase of the building program. Brazosport Junior College's master plan is to finally build a facility that would have an enrollment of about 4,5 00. The architects believe the design could be enlarged to accommodate 10,000 students, If necessary. Since the population of Bra- zosport is expected to continue growing rapidly the building is designed to be added to without ruining the basic design. The major design feature of the college is the central "spine." This spine, or long corridor, forms the library, student center, and lounge area. Other portions of the build- Ing will form wings off of the spine, allowing expansion to either side of the building and to each end. The college will offer a two-year program of academic courses, preparatory to senior college study, and a two- year vocational-technical program in several fields. The administration estimates that 65 per cent of the curriculum will be academic and 35 per cent will be vocational. The vocational program will concentrate on fields of study common to this area. Major programs planned include computer technology, chemical technology, marine technology, design and draft- Ing technology, and office occupations. Dr. Jackson said, "Our aim is to provide the Industries of the area with people who are highly skilled in technical fields. Our job is to provide this opportunity for the young people who do not wish to continue their education in a senior college or who are un- ible to continue." He added, "Our academic program, however, will qualify the student who wishes, a chance to go on by the most economical method. Dr. Jackson said, "Public school education Is now at the cross-roads; no longer are people expected to graduate from a senior college just for the sake of saying they did." He indicated that the community junior college will fill this gap In education between high school and senior college graduation. The community college exists to give the student an Important choice; to become a highly-trained technician or prepare for study in a college or university. Either can be obtained while staying at home and for the least expenditure of money. Lake Jackson makes room for 800 apartment units COBB FIELD FROM THE AIR: Clute residents are proud of the progress that the city has made in the recreational areas. At Cobb Field the city has painted all of the buildings, benches and signs. They poured concrete for the dugouts and put a new roof on the concession stand. Other work has Included the rebuilding, repairing and replacing of the light fixtures on the field, which Is used by the teenage boys and girls Softball teams. Director chosen for fun program LAKE JACKSON - One new apartment project Is now partially completed, but plans for several others have also been announced this past year. Land has now been approved for some 800 units. City officials feel that more apartment units would have been on the way up had it not been for the "tight money" market which developed on a national scale this summer. The Garden Oaks project, with 32 units In Us first phase, Is now partially complete and has several units occupied. This two-story apartment project Is located on oyster Creek Drive, west of another still-new apartment complex. Land Included In the Magnolia Park shopping center complex at the Intersection of FM 2004 and County Road 288 was re zoned for apartments and townhouses. Soon alter, two tracts In the south part of the city were also rezoned for apartments. In Area N, south of Highway 332, the northeast corner of Section 4 was earmarked for multi-family units. A tract In South Shady Oaks was also rezoned about this same time for a two-story project. Owners of both of these tracts have beon delayed In their plans for Immediate construction but assure city officials they will be at work soon. Still another area, this one on Loop Road near the Brazos- port Village Shopping Center, was rezoned Tor an apartment project which Is planned for completion about the time the nearby Brazoswood High School Is ready for use. Although Interest In apartments had dominated the building scene hero, there has beep a steady development of single family residences In several parts of the city, In fact, the year began with so much home building that It looked for awhile that anew record might be set. The national money market, howevur, curtailed this boom during the summer months but now looks more hopeful. More streets have been pav- ed and several homos completed and more are on way In Klngswood Efttatea (lie area between Willow Drive and Oyster Creek, across from Lake Forest, Some 100 new lots are being ' oi>ened up as development of' Lake Forest Is completed, A maze of new streets hasr been paved In the northern end of that subdivision. On across Oyster Creek and running parallel to Southed— Oaks Drive, Magnolia Park now has homes under construction on Its entrance street. Also to the north of the city, Tanglewood now has streets In and lots for sale. This Is near the new Boss Brannen (Momentary School on FM 2004. Construction has also edged the two ends of SycamorV Street nearer to joining. In addition to the many new lots opened up by paving of streets this year, home building has contlned on prevtouliy opened streets and even some of the few empty lots In older . areas of the city are now being built on. FREEPORT - Last year was the big one for physical facilities. This year came a development of an organization to run it. The coming year will produce further improvements In both categories. And in the offing Is a study committee headed by City Atty. Wayne Holder, an ardent golfer, whlchwlllexamlnetheade- quacy of one of Freeport's oldest recreational facilities. This Is the 70-acre, nine- hole Municipal Golf Course. It is now nearly paid for, but Is badly overcrowded on weekends and lacks serious challenge to good golfers. During 1967 the city, using bond money and matching federal grants, made huge strides in catching up on Its recreational needs. Much of its progresswasln the new central park — officially the Freeport Municipal Park — at the dead end of the Old Brazos. Swimming pool, pavilion (with the local half paid for by Freeport Lions) and mass barbecue pit (bought by Freeport Kiwanlans), two playground areas, and extensive paving. Further, the city opened up the four-block Austin Park, with two fully-equipped ball fields and a slab that allowed a pair of court games. This year the City Council hired a full-time recreational director. For the summer months Paul T. Zeek, athletic trainer for the Brazorport Senior High Exporters, organized activities for all ages at a number of locations. Coach Bob Lefflngwell, whose Exporter swim team was District 12-4Achampions for two of the past three years, was swimming pool manager. Besides continuing last year's program of swimming lessons, he Inaugurated a municipal swim team he feels will develop In a few years Into a competitive aquatic club. He taught life-saving to a full staff of lifeguards and attendants. This year's budget also allowed some physical Improvements. One is In the east end, where three half-blocks were bought from Dow. The Immediate job Is to raise the ground to Improve drainage. Then It will be equipped to become a playground comparable to the Lion-sponsored Arrlngton park In the west end. At Riverside Park, the two old ball fields were completely rebuilt, with new poles and light fixtures, and a third field was added. RECREATION AT LAKE JACKSON Includes summer ball programs for girls as well M boys. Here the teams of the C|fU Softball Association line up on the field during the opening day ceremonies. Dietician Coming up soon Is a major addition to the central park. The Council has just purchased from the Parker Brothers a tract of 7.5 acres just east of the swimming pool. This Includes on the waterfront the familiar old shell unloading dock used during Dow construction days. The site was being reshaped this week. Eventually, this Is to become a wooded (when landscaped) picnic area, with some playground equipment. Holder's committee Is to study whether a golf course Is the best use for the 70 acres that now contain It. The grounds were once owned jointly by Dow and Freeport Sulphur, Dow donated its half Interest, and loaned Freeport the s.70,000 to buy the Sulphur Company's half. Most of this debt Is now paid off. APARTMENTS HAVE DOMINATED the building scene at Lake Jackson City Council meetings this year with numerous requests for rezonlng for multifamily units. These units at the Garden Oaks project are the only ones to got ready for occupancy, however, sinew tight money on the national scene has delayed several builders.
