6-DEL RIO (TEXAS) NEWS-HERALD. Wednesday, April 21, 1971 © 1971 by NEA, Inc. "/ don't know what's the matter with me, doctor — I've been feeling good!" Austin Official Linked in Cocaine Smuggling Case By GODFREY ANDERSON Associated Press Writer DALLAS (AP) - The tangled story of Intrigue and threats surrounding an alleged interna- tionalcocaine conspiracy, entering its third day today, has now touched Texas with a charge that an official in the state capital helped smooth tba^drug's entry into the United Stales. A senior federal narcotics agent testified Tuesday that Robert L. Robertson, 47, former head of a Dallas aviation firm and one of the accused, told him that he had to pay $7-,500 "to a certain official in Austin" every time he made a shipment. The agent said Robertson did not name the official. Charles J. Karadimos, of Boston, Mass., regional director of the Bureau of Narcotics and Dangerous Drugs for Texas and Oklahoma, testified Robertson told him he had connections in South America and the United States for getting contraband into this country. He said Robertson offered to supply 100 kilograms (approximately 220 pounds) of cocaine a month at a price of $200,000 "delivered to any place we wanted." Robertson also said, according to the witness, that JoaquinHim Gonzalez, 42, traffic controller at Panama City's international airport, was the key figure in all contraband moving north and south. Hiiri Gonzalez, a Panamanian citizen, was arrested by U.S. narcotics agents in the Canal Zone. Hs arrest spurred diplomatic protests in Washington. Karadimostold the court how he met Robertson by posing as Charles Rocca from Buffalo. N.Yi-yfirhigh figure in organized crime. Ronald David Watkins, the ex«convict turned informer who touched off the investigation when approached with an offer to buy cocaine, acted as the contact man, the officer said. Karadimos testified that Robertson told him of an earlier Water partnership he had with James D. Vicars, 40, of Hurst, Tex., and two other men not indicted, to fly contraband south from Panama. A plane used in this venture crashed on the Chile- Paraguay border but was later repaired. Robertson told Kafa- dimos he then sold it to Him Gonzalez. According to the federal officer's testimony, Robertson told how he was approached about smuggling emeralds into the United States from South America, but later found that the contraband was cocaine. An outlet for the drug was arranged in New York City. Robertson, the testimony continued, brought three suitcases of cocaine from Chile in May last year. He delivered two cases to a man named Manuel in Oklahoma, who was acting as agent for a New York firm, receiving $10.000 as a down payment. He claimed he was still owed money over the deal, according to the witness. Robertson was said to have left the third suitcase in his airplane, but he became alarmed when FFA officials came around, and passed it on to Vicars. Vicars is alleged to have approached Watkins, the informer, with an offer to sell the cocaine and narcotics agents got on the trail. Garza Winner In San Antonio SAN ANTONIO (AP) Bolstered by a congressman's endorsement, a reform government organization had full control of the city council today for the first time in four years. The Good Government League's Gilbert Garza, 42, an architect running in a council race for the first time, defeated independent incumbent Councilman Ford Nielsen in a runoff election Tuesday. The margin was nearly 2 to 1.
