St. Lawrence Seaway Foe Plans Filibuster WASHINGTON, Jan. 14 —UP—A Senate foe of the St. Lawrence seaway bill' said Thursday he would "review"' all the arguments that have been made against the controversial proposal'during the last 10 years. Ssn. J. Glenn Beall (R-Md.) said he was prepared to talk all day and "most at tomorrow" against the long-pending project as the Senate continued debate on the measure. Sen. John Marshall Butler (R-Md.) was waiting to tak e over the opposition when Beall completes his lengthy speech. . Leading off the opposition to the seaway proiect Wednesday, BealJ charged the administration-backed bill was a "strategic maneuver" to get the United States involved in a project that he said would ultimately cost S2 billion. Sen; Alexander Wiley (R-Wis.), a leading seaxvay backer, said prospects for the bill's 'passage "look prettv good." He told the Senate this was toe United States "last chance"' to get in on construction of the project or else Canada would build it alone. The proposal would open great lakes ports to ocean-going shipping. It i s opposed by Gull and East 'Coast ports and some railroad and coal interests. Other congressional developments included: TREATY Wiley, chairman of the Senate Foreign Relations committee, predicted the Senate would approve a mutual defense pact with South Korea "with no hitch—unless something unforeseen happens in Korea." Army Sacretary Robert T. Stevens and Army* Chief of Staff Matthew B. Ridgway were slated to testify in favor of the pact Thursday. INVESTIGATIONS Informed sources reported that a move is underway to eliminate duplication by congressional committees investigating communism. Sen. Karl Mundt (R-S.D.) said the Senate Rules committee is going to serve as a "clearing house and traffic director" for the Red - inquiries by Senate groups. FARM Sen. Joseph R. McCarthy (R- Wis.) charged that "old Wallace and Brannan holdovers" in the Agriculture Department are trying t 0 sabotage the nation's farmers. He made the comment after Secretary of Agriculture Ezra T- Benson said his "conscience" would probably force him to lower the'pres- ent' 90 per cent butter price supports this spring. Reds Would Have Prisoners Questioned 2 More Years By PHIL NEWSOM United Press Foreign Analyst Carried to its logical conclusion, the Communist position on Korean war prisoners would subject the. prisoners to another two years m questioning before settinc them free. The United States, strongly supported by Britain, says nothing do- inff. The Reds are demanding that they be given a full 90 days of actual talking in which to convince anti-Red prisoners that they should return to the Communist fold. ' in the 90-day period ending Dec. 23 the Reds conducted prisoner interviews during only about 10 days. Their present demands would de- lav the prisoner release indefinitely and. on their past record. would carry th ft interviews into January, 1956. Nothing could be better illustrative of the delaying tactics which the Reds have practiced Sfork Stops NICHOLS Mr. and Mrs. H. R. Jan. 13-14-15-16. right through the long and frequently bitter truce negotiation up to the present moment when attempts arp being made to get preliminary talks on a permanent Korean peace started again. The position of India, no matter how pure its motives, continues to abet the Red stalling tactics. This week, sftcr voting down a plan which automatically would have released some 23,000 war prisoners to civilian status as of 12:01 a.m., Jan. 23. the Indians are expected to announce a plan of their own. It simply would return the prisoners to the side which held them originally, thus side-stenping all controversial issues and making public admission that the Neutral Nations Commission had failed in its Job. It would, however, permit India to get out from under anv communist blame attached to the prisoner release. But no matter what the method, it appears as of now that, on Jan. 23. the prisoners will gain their freedom. United Nations Commander Gen. John E. Hull is completing arrangements in Taipeh for thc rc- loasr. of 14.000 anti-Red Chinese to Formosa, Approximately 8.000 anti-Red Korean prisoner^ will remain in South Korea and presumably will .ioin the South Korean Army. Hull has announced -.here absolutely will be no more negotiations on the subject.
