Maria* GI Reduction to Finance Hardware WASH I MOf ON (Ah Congressional defense experts, laying the foundation for massive development of ne# weapons, are counting on a substantial cutback in the armed forces to open the way for financing the hardwafe without ah increase in military spending. This is the clear message of two recent statements by Sen. ; John Stennis, D-Miss., chairman ! of the Armed Services Committee, and from background dis- ! cussions with other key congtes- i sional defense experts. j They indicate a million-man • cutback in the 3.5 million man ! military establishment would j save some $10 billion annually j of the $80 billion the Pentagon I now spends. Between this sum and the an-1 ticipated decline over the next, few years in the $25 billion an-! inual'cost of the Vietnam war,: more than enough funds would ; be available to pay for new missile systems, long-range bomb- 1 ers, submarines and even the controversial Safeguard missile , defense program. ' it would mean most of the $10 billiofl-$iS billion annual fis«l dividend—the extra goverftfftefil revlKiug available rrofii the growth of the economy—could be channeled into dorhcslic ftfo- jects. HeaHftgs last yeaf by the Senate preparedness SubcorrirnStlee laid the basis tot Increased spending over the next decade for military hardware, especial- ly oh items deferred ffc :'-*eht i years because of war costs. : The current f'entagofi budget i includes go-ahead funds for the I Advanced Manned Strategic i Aircraft, a ftew bomber long ! sought by the Air Force; and to ' convert laird-based MiftUteman II interconlifiental ballistic frns- jsiles and s^a-based Polarises 8 into the multiwathead Minute- man Ills and Poseidons. in addition, the Navy laid out plans for a major new submarine program, the Undersea Long-range Missile System, which would become operational in the late 1970s. 1 Some 60 per cent of the Pentagon budget currently goes for personnel, operations and maintenance. , In A siftleftifeftt ia the June 24, SteMis noted that in i "ordinary ftrnes" there 15 W . ifieed for anything appfoaching j I the 15 million ftiah force. j ! "! am also convinced that we j ' surest, quickest and ttiost &Kec- j ' tive way to reduce the tfefflefi* dous military budget is to re;duce the number of Military ' personnel.
