Trying Financial Squeeze Play LEOPOLDVILLE, the Congo (AP) Sources close to the Congolese government say the United States is trying a financial squeeze play In an effort to force through measures for economic reform. Two important branches of American aid have been cut temporarilyfor public works projects and the financing of imports. The two items amounted to nearly half of the $73 million the United States gave the Congo last year. Other forms of American assistance also have been threatened with the ax, the sources added. They said American officials here argued that an economic house clearing in the Congo was essential to make American aid effective.

Existing conditions meant the Congo was getting considerably less than 100 cents worth of aid from the American taxpayer's dollar. U.S. Embassy officials here would neither confirm nor deny the statements by the Congolese. There was no confirmation in Washington, either. America's $23-million "food for peace" program has not been affected so far.

The United States also plans to continue help to a number of Congolese resesrach and training institutes, the government sources added. They gave this account: The Americans are pressing Premier Cyrille Adoula to devalue the inflated Congo franc. The present rate of 65 Congo francs to the dollar makes it highly profitable for importers to smuggle goods to other African countries where they bring higher, prices. The United States wants also tighter budgetary control by the government, a policy of wage austerity and serious efforts to halt illegal trafficking which costs the Congo millions of dollars each month. Coupled to this steady debasement of the currency is an acute shortage of goods, especially in village stores in the interior.

Many items can now be found only on the black market, and prices of essentials in Leopoldville have been rising eight per cent each month. Lack of goods has also resulted in a form of economic secession by provinces close to the Congo's borders. Exporters are allowed by provincial authorities to smuggle out tea, coffee, rubber, cotton and other commodities produced here if they agree to import goods to satisfy local demands. Industrial diamonds are spirited across Congolese frontiers each month from South Kasai, the world's largest single producer. This flood of industrial stones is affecting South Kasai's legitimate diamond trade.

Congolese sympathize with the American viewpoint. They agree economic and fiscal reforms are vital to prevent the Congo sliding into bankruptcy. in present day stripping operations.
