Friends in Paris write that the most sought-after guest in town is Sergei Alexandrovich Vinogradov, the 57-year old Soviet Ambassador to France. They say he's charming and witty and thrives on parties, attending as many as six functions on a slow day. If the I Kremlin reads this Sergei will probably be given a new assignment, as aide to Khrushchev ,• . . Former Internal Revenue chieftain Mortimer Caplin, who introduced stiffer income tax laws and tightened the government's grip on entertainment deductions, is a busy man these days. "I have to keep busy," he said as we talked over the phone. "I've got a payroll to meet!" Caplin also is a director and consultant to the Prentice- Hall publishing outfit, will teach in the spring at his Alma ; Mater the University of Virginia ("] was doing that 'before I wen! into the Kennedy Administration") and is running a law office in Washington.
