Williams. DIRECTOR OF THE POOR. William Courson. I A few years ago it was found necessary to enact laws to prevent the waste of natural gas by compelling owners to shut the wells in when not in use. Now we are advised it will be necessary to adopt similar laws for the protection of water supply.

The United States Geo logical Survey has determined that the water table is sinking over large ana. This is particularly noticeable in Indi ana, where it has been necessary to deepen many we'ls in to obtain the customary supply of water. The Prst driven well in Chicago flowed a great volume of water, which rose more than 110 feet above Lake Michigan The flow long ago ceased and the water now stands twenty feet below the mouth of the welL hardly more than ten feet above the lake level. In other portions of the country the same change has occurred in greater or less degree. This is taken to prove a threatened exhaustion of a common and valuable resource.

It will be surprising to many to be told there is any proba bility of exhausting the supply of water, but thi3 is precisely what the Geological Survey is trying to make plain. As a people we are using, or wasting, underground water faster than it is being supplied. Should Answer Today Pittsburg, Aug. 22. -The Pitts burg district coal operators have un til noon today to answer the rc quest by President Francis Feehan, of the miners, that the dues deduc tion matter be adjusted by arbitration, but it is believed no answer will be returned.

If one is, however, it will be to the effect thats the operators have nothing to arbitrate and that they will not increase the monthly amount de ducted from the pay of the miners. Secretary-Treasurer Donovan admitted that the matter would be left to the miiiers in the event that no satisfactory answer is had from the operators. The company has 30 days in which to file their $5,000 bond, three months to commence work and one year to complete the line from Donora to El- dora. Officials of the company say they will begin actiye operations very soon, and expect to have the road well under way before the snow flies. It is also stated that at a future time the com- pany expect to extend their line to Bentleyville, Ellsworth and Washing ton. FITTSBURG EXPOSITION OPENS SEPTEMBER 2 Theodore Thamas Orchestra and Many Hue Exhibits Wednesday evening, Sept. 2, will mark the opening of the twentieth season of the Pittsburg Exposition, tha Theodore Thomas orchestra of Chicago, with Frederick Stock as conductor, having been accorded the honor of launching the "best season ever" at the Junction of the three rivers.

The Thomas orchestra opened the year's events last season at the exposition and so popular was it that there was an immediate clamor that it be reengaged for this season. While music will, of course, be one of the greatest features of the exposition this year, as in years gone by, never before have there been so many Interesting displays installed as at present. All oflhe exhibition space in Machinery hall and the main building has. been allotted to exhibitors who promise and who are putting In en tirely new attractions. The Carnegie Steel company 1b now installing a display to contain an exact model of "Fighting Bob" Evans's flagship Connecticut, the display to occupy a space or more than 12,000 squa feet. It will be an exact model, the battleship having been erected almost entirely of Pittsburg products, the ar mor plate having been supplied, by the Carnegie Steel company. In the Hippo drome there will be a realistic mill tary spectacle, picturing the Spanish war. This will be one of the greatest works of realism ever presented at the exposition. Then there will be startling electrical innovations in Ma chinery hall; a complete plant In stalled by the Tittsburg Steel com pany showing the manufacture of wire fence.

Amonr the new attractions in the main building will be an electrical scenic cyclorama, "A Day In Japan no Pennsylvania Kaliroaa company will have a display tending to show the evolution of railroading daring the past, century. It will consist of three models, the old Conestoga wagon and mules; the canal boat and mule 3 and the first engine ever to travel over the Pennsy, the "Lancaster." A gallery of 400 notables, men who have assist ed In making Greater Pittsburg, will adorn a prominent space along tha main aisle of the main building. The theatorium, merry-go-round, rol ler coaster, Ferris wheel, pony track and all of the other amusements for the young and old are being put In readiness for the twentieth season. Peddler Objects and Sues John Bigg and his wife Sarah live at Hazelkirk. Nicolas Solomen is a peddler and lived in this city.

Nicok on his daily route stopped at the home of tha Biggs in an at tempt to sell his wares. So strenuous was the greeting and st interesting was the session that followed that Nicolas, when he arrived in Monongahela went before Squire Day and made charge against Biggs and his wife of asrault and battery, He alleged that looking over his pack the defendants appropriated, about $1 worth of gocds. Bigg and his wife were arrested yesterday by Constable Luker and when they wera ts'ten before i Alderman Day both denied the allegation. They will be given a jury trial at two o'clock on Tuesday afternoon.

Standing stelidly before the bar was the father who had inflicted the cruel welts and the step-mother of the youngster. For two minutes Judge Cohen caressed the big welts on the back of the little fellow, and then, rising in his wrath, his arm outstretched, with the accusing finger pointing at the heavy-eyed father, ejaculated: "You are the man that inflicted this punishment, you did that," and under his breath the jurist added, "you brute."
