Van Alstine disclosed Thursday that six persons have been indicted in what he termed a nationwide vending machine fraud operation. The grand jury indictment had been suppressed pending arrest of the defendants. Named were six officers and em- ployes of the National Advance Vending Dubuquc, Iowa.

Van Alstine said the firm since 3948 had merchandised various types of coin-operated vending machines in the United States, Canada and Hawaii. Veterans Administration and well known in railroad circles, died Friday in a St. Paul hospital of a circulatory ailment. Gray was appointed veterans administrator by President Truman, taking office Jan. 1, 1348. He resigned June 30, 1953, because of ill health.

Dissenting Votes The only other dissenting votes came from Dominic Merolla, the Wilkes-Barre, Industrial Council of the United Steelworkers, and Frank England of the Springfield, 111., Industrial Council. Quill argued that the merger would place the CIO under an AFL thumb.

He charged also that the proposed constitution of the combined organization lacked sufficient safeguards against racial discrimination, racketeering and inter- union raiding.
