Mr. Cook, from the committee on claims barred by the statute of limitations, reported a bill making provision for the extinguishing the debts of the.UYS.

On motion of Mr. Blount the House took up for considerations the report of the committee of the whole on the bill for erecting fortifications. Tiie amendment inserting the stim of 1,000,000 dollars in the bill as the sum to be allotted for that object, being yet under consideration. Mr- Masters, after making some lengthy observations, moved that the bill be recommitted to the committee of the whole House, for. the purpose of striking out the sum of one million of dollars, and insert; ing the-sum of one miilton and a half of dollars.

A message from the Senate in formed the Ilouse that they had parsed a bill laying an embargo on all ships and vessels in the ports and harbors of the U. States, ta which bill they desired the concurrence of this House. The said bill was twice read, and committed to a committee of the whole House on the state of the union on this day and the House imrne diately resolved itself into the said committee. And after some time spent therein, the committee rose and had leave to sit again. Salurdar.Dec 19.

Mr.Stanford moved that the committee of the whole HUse, to whom was referred the bill laying an embargo be discharged from the consideration thereof. After debate on the said motion, the question was taken and negatived. The House according to the order of the day, resolved itself into a committee of the whole on the said bill, and after debating the whole day, rose and had leave to sit again Monday, December 21. The House, according to tb.e order of the dayi again resolved itself into a committee of the, whole House on the bill from the Senate, laying anernbargo, Sec. and after some time spent therein, the Spea ker resumed the Chair, and Mr.
