The yeas and nays beine called for, the amend ment was rejected yeas 23, nays 69. Mr. Fowlesald as the House did not think pro-per to give the appointment to the Governor, he would move that the rank and file have the election of Company and field officers, and the Staff do appointee Dy the Colonel. After some debate, Mr. Fowle proceeded to de fend himself for bringing forward this amendment on the ground that he had more confidence In the rank and file than" in the company officers.
