A new 11-story West End high rise apartment for the elderly is to be completed in 19ti9 as a project of the Columbiana Metropolitan Housing Authority. Huge lathes and other equipment of the Ludlow Valve Division of Patterson Industries wero moved from Troy, N. when the facility was transferred to East Liverpool in lOfiS.
