Council Chambers, City of Estherville, Iowa, Monday, November 29, 1971, 7:30 o'clock p.m. A special meeting was held this date. Mayor Pro-Tern Brashear presiding. The meeting was called for the purpose of considering a proposal on the redrawing of ward lines in the City of Estherville. 2. MINUTES: The minutes of the November 15, 1971 Council proceedings were approved as printed. 4. Councilman Meyer now enters Council room. 6. WATER DISTRIBUTION STUDY: On motion duly made, seconded and carried that the City Manager be authorized to execute a contract with Kirkham & Michael for a water distribution study and interim water rate study. 7. WATER CONNECTION FEES: On motion duly made, seconded and carried that the City Attorney be authorized to make an amendment to Ordinance 3-223 to state that the cost for a % " and 1" water tap be $110.00 and $120.00 respectively and the fee for a street opening-closing be $100.00, to over-rule previous proposal which stated: Actual cost plus 30 per cent overhead. SNOW REMOVAL 8. Bob Knox, executive vice president of the Estherville Chamber of Commerce, asked that the City Manager, Code Enforcement Officer, Street and Alley Committee, interested businessmen, snow removal contractors and any other interested persons meet as soon as possible to go over the snow removal ordinance and define its meaning with regard to clarification on dumping of snow, and or, ice on public right of ways from private property. 9. INTERGOVERNMENTAL COOPERATION: The Mayor Pro- Tern read a letter from the Chamber of Commerce expressing their appreciation to the City of Estherville for their assistance and cooperation on the Christmas promotions. 10.
