Applause came from all sections of the House of Commons in Ottawa Monday as Prime Minister Pierre Elliott Trudeau vowed to subdue the terrorist threat and explained why he revived the War Measures Act on Friday, putting soldiers under police command with almost unlimited arrest and detention powers. Then the governments leader in Commons, Allen MacEachen, stifled most of any remaining oppositon to Trudeaus action by announcing that new legislation to replace the War Measures Act would be introduced within a month. (AP)-Some of the presidents and premiers invited to President Nixons dinner Saturday night for the 25th anniversary of the U.N. General Assembly are talking about boycotting the White House affair. They charge that the President snubbed a delegation representing African and other non-aligned nations. President Kenneth Kaunda of Zambia heads the delegation which is touring major Western capitals trying to get support for Black Africas campaign against the white minority governments in southern Africa. The other members of the mission are the foreign ministers of Algeria, Cameroon, Kenya and Mali.

Kaunda told a news conference at U.N. headquarters that before he left Africa, he was told Nixon would meet the mission in Washington on Oct. 20. when he got to Rome, he said, he w-as told Nixon had changed the appointment to 9 a.m. Oct.

Ahearne explained his company will act as planner for a sum of $10,800 which could also be applied in part to the proposed civic center for Espanola. However, Councilman Santiago Martinez said the company should offer a past history of its accomplishments to the city.

All councilmen agreed a definite answer must be given the city by both counties. City Manager Lucero said a target date of Nov. 1 has been set to begin area planning, and Mayor Richard Lucero, who appeared at the close of the meeting, said applications must be completed by March 13, 1971.
