Box 504, Hopland, California 96449 until 2:00 P.M. on July 31, 1974 at which, time they will be opened publicly and read. The bid opening will take place in the Multipurpose Room of the Hopland School, MacMillan Drive, Hopland, California. The proposed work will be constructed under two schedules as follows: Schedule A Sewage Collection System, Interceptor, and Force Main The proposed work under Schedule A consists, in general, of constructing approximately 13,000 feet of sanitary sewer ranging in size from six inch, (6") to eight inch (8"), 2800 feet of four inch and six inch (4" and 6") house connections, 4900 feet of eight inch (8") interceptor sewer, 3000 feet of four inch (4'!) force main, and 76 manholes. Schedule B - Sewage Treatment Plant and Pumping Stations—The proposed work under Schedule B consists, in general, of constructing a lagoon type sewage treatment plant complete with two packaged pumping stations and one effluent pumping station. Contracts, if awarded, will be awarded for the lowest bid for Schedule "A" and the lowest bid for Schedule "B". The Contract Drawings, Technical Specifications and other contract documents may be examined in the office of the Hopland Public Utilities District located in the Savings Bank of Mendocino County Building, Hopland Branch, Highway 101, ' Hopland, California, or at the office of Barrett & Associates, ill First Street, Los Altos, California. A copy of the contract documents may be obtained at the Engineer's Office, 111 First Street, Los Altos, California 94022, upon deposit of fifty dollars ($50.00), twenty-five dollars ($25.00) of which will be refunded if said documents are' returned in good condition within ten (10) days after the date of the bid opening. A prebid conference will be held at the District office on June 24, 1974 at 10:30 a.m. Each proposal mtist be submitted on the prescribed , proposal form included with the contract documents and shall be accompanied by a.cashier's check, certified check, or bid bond payable to the Hopland Public Utilities District in an amount not less than ten percent (10 Pet.) of the amount bid. The successful bidder will be required to furnish a performance and payment bond in the amount of 100 percent of the contract price to guarantee faithful performance of the. contract. The party to whom the contract , is awarded will be required to execute the contract and performance and payment bond within seven (7) calendar days from the date of the notice of contract award. The work to be done is being financed in part by means of a loan and grant made by the United States of America acting through the Farmers Home Administration of the Department of Agriculture and the Environmental Protection Agency. The Farmers Home Administration and the Environmental Protection Agency 4 will require approval by its representatives of all contracts,, attachments, and similar documents, all partial and final payment estimates, and all, change orders. The successful bidder to whom tiie contract is awarded will be required to comply with the President's. Executive Order No. 11246. The requirements for contractors under this order are explained in the Contract Documents. Each bidder will be required to submit with his bid a signed statement as to whe&er he has previously performed work subject to the President's Executive Order No. 11246 (Contractor's Compliance Statement). "An Affirmative Action Program" and "A Manpower Projection Report" must also be submitted with the bid. Bids submitted without these three documents will be considered non-responsive. The Hopland Public Utilities District reserves the right to reject any or all proposals, to postpone the award of the contract for a period not to exceed sixty (60) days, and to accept that proposal which is in the best interests of the District. SCHWARM Deputy Clerk 7-1,3,8,1974 Hernandez plea is insanity Andrea Evangeline Hernandez, 31, accused of shooting her common-law husband and burying his body near Willits last year, entered a plea of not guilty by, reason of insanity Friday before Superior Judge Timothy O'Brien. Miss Hernandez, represented by Public Defender Joe Allen, waived a jury trial, and die trial was set before Judge O'Brien July 17 at 9:30 a.m. The suspect was recently returned from the state hospital at Patton where she had undergone observation . and treatment since last October. She was ruled sufficiently sane to stand trial at a hearing Thursday. In other court action Friday, Charles Phillips was sentenced to 360 days in county jail with credit for time served after entering a guilty plea to second degree burglary charges. James Doyle Henson, Bryce Gray, Robert Ralph Lindgren and Laree Lindgren all pled guilty to possession of marijuana and were fined $300.
