We learn that Mr. Francis, (Whig) of Haywood, occupied the floor of the House of Commons, upon the Political Resolutions offered by Mr. Jones of Orange, from 3 o'cloc P. M. on Monday, to 12 o'clock at night nine hours half the night consumed how, may well be conjectured by those who know the good it is always best to stop when a man has got through his subject.

Such conduct leads to a shameful neglect of the public business and we learn that Air. Francis' constituents will be apt to suffer in this respect 'We copy the above from the last Standard." The reader will be at no loss to discover the reason why Mr. Francis spoke so long, if he will read our report of the proceedings. He will see, that the Locos endeavored to cram the Resolutions down the throats of the Whigs, and to stifle all debate. The Whigs, over and over again, warned their opponents of the consequences of taking up the Resolutions, and asked for the sake eu the doctrine.

The question was then taken on the indefinite postponement, and decided in the negative, by a vote of 53 to 4a The question then recurring on the passage of the Resolutions, Mr. McRae took the floor in support of the Resolutions, and in reply to Mr. Francis, and spoke until half after two o'clock, when he gave way to a motion to adjourn. And the House adjourned to half after 3 o'clock.

Evening Session. The House met at half past 3 o'clock. Mr. McRae continued his remarks. He denounced the Tariff Act of 1840, as a system of plunder and oppression, and Henry Clay as the author of the compromise Act and spoke eloquently on the subject of the fine imposed upon General Jackson and at about 'six o'clock concluded his remarks.

On motion of Mr. Bragg, the House then not, we presume, the length of his Speech, so 11 72 60 69 33 05 02 45 for but a few days since all the vouchers and accounts from Which it was taken, were laid before yon, and if thege is one skeptic who really doubts, we invite bis most rigid scrutiny. It has been charged that oar connexion with the Rail Roads of our State, has been injudicious and hazaidous, and that we have negotiated their paper to large amounts and upon insufficient security. Need I say toyou that it is untrue, and tbat instead of being detrimental, the Wilmington and Raleigh Rail Road, has been, and promises still more to be, a large depositor and pjeiul auxiliary to this Bank. Its -yearly depdsites exceed $360,000, whilst tbe only debt it owes us, is a Bond tf $35,000, endorsed by tbe State of North Carolina, and now at maturity, and a Note at 90 days for $11,000 endorsed by a large number of our wealthiest citizenf-and further guaranteed by an order on tbe Past Master General for a like amount.

These, with a Bond of tbe Raleigh Gaston for $17,000, endorsed fey the State, comprise the whole indebtedness of Rau Roads to the Bank, and it can scarcely beacon side red, excessive in amount or doubtful in character. -J know not tbat you have complained, but it has been alleged tbat our Directors Debt as stated in our exhibit is too large. But is it known tbat at the Bank and its six Branches, there are 37 Directors, and that this embraces their aggregate indebtedness? Divided equally among them it amounts to less than $5000 each, and I venture to say tbat no debt is better much as its force and power, that disturbed the 404-M and can with confidence recommend to the Dublin as the best Machine for cleaning wheat that I have 1 ever seen, and cleans' with less loss of grain, its struction being both simple and durable nervous sensibility of 6uf neighbor. And we will remark here, what we believe is the general sentiment of the public, that a more efficient debater, 1841 RICHARD YAJiBRUUOH. 17 a more bold and fearless champion of correct prin 88 ciples, than Michael Francis, has rarely found his 32 1841 way into our Legislative Halls.

Facetious or grave, bitter or courteous, as circumstances warrant, his armor is always kept bright and shining, and the motto on his shield should be Semper farattxs.
