Yorty, Rundberg Eye Lobby Curb By RALPH SELPH Valley Times City Hall Bureau Mayor Samuel W. Yorty and his chief jousting partner on the Los Angeles City Council, Karl Rundberg, agree the city needs a lobbyist registration ordinance -but still are at odds over who should be required to register. The exchange started when Yorty sent Rundberg a letter noting the councilman's recent charges of "vicious lobbying" in connection with $100 Dinner Will Honor Mayor Yorty Valley Times City Hall Bureau They'll be singing "Sam's Song" at the Ambassador Hotel tomorrow night. That's when an estimated 600 to 800 guests will mark Mayor Samuel W. Yorty's third year in office at a $100-per-plate dinner.

Though billed as a nonpolitical and social gathering, it is believed, Yorty will sound opening drumfire of his campaign for re-election in 1965. Members of the press will be guests at a simultaneous party in the Cocoanut Grove Room of the Ambassador. THE MAYOR suggested that, in view of Rundberg's, councilman allegations, might be will- the ing to head a new drive for a lobbyist ordinance. Rundberg agreed that he might, but pointed out that two previous ordinances which failed of approval "didn't include city commissioners, or the mayor's staff. "It is my opinion that if these people desire to lobby they too should register," said Rundberg. ROADBLOCK to passage, of a city lobby- ordinance has been legal opinion that attorneys could not be required to register. It has been pointed out that any ordinance exempting attorneys might prove ineffective, since persons seeking to influence city officials probably would hire an attorney in order to avoid the requirement.

Board Asks Wilbur Ave. Sewer Bids Valley 1 Times City Hall Bureau Bids for the first phase of sewer construction to further the development of the 3300-acre or ter Ranch in the Granada Hills Chatsworth area have been invited by the Los Angeles Board of Public Works. The California Committee to Preserve Railroad Safety kicked off its campaign to defeat Proposition 17 last night at Rodger Young Auditorium. In a rally for the joint railroad brotherhoods, attorney George Bodle, keynote speaker, attacked the initiative measure as a "bold scheme by powerful railroad interests to deceive the people of California into voting their own interests." Bodle, a member of the Railroad Safety Committee, said the measure on the November ballot would repeal California state laws regulating the minimum size of crews to safely operate trains within the state. California is among 16 states with minimum crew laws.

"There would no longer be any state or federal agency controling the safe manning of trains, leaving this solely at the discre. tion of powerful railroad owners," the attorney said. L.A.
