Yorty and his chief jousting partner on the Los Angeles City Council, Karl Rundberg, agree the city needs a lobbyist registration ordinance -but still are at odds over who should be required to register. The exchange started when Yorty sent Rundberg a letter noting the councilman's recent charges of "vicious lobbying" in connection with $100 Dinner Will Honor Mayor Yorty Valley Times City Hall Bureau They'll be singing "Sam's Song" at the Ambassador Hotel tomorrow night. That's when an estimated 600 to 800 guests will mark Mayor Samuel W. Yorty's third year in office at a $100-per-plate dinner.
