Neither Tugwell nor Baner were officially reprimanded for a marl-Juana cigaret which was found under the front seat of Baner's car.

The district attorney's office refused to issue a complaint citing Baner for narcotics possession. and the Grand Jury said there Wag insufficient evidence to back Baner's contentions that the rigsret was "planted" in the car by police. The judge ordered Baner to pay the $100 tine, basing the stiff sentence on one traffic citation in 1953 and four in 1954.
