Council Asks $14.3 Million Civic Garage The Los Angeles City Council Wednesday proposed construction of a $14,3 million four-level underground garage beneath the Civic Center The plan was submitted by city administrative officer George A. Foes Of Anti-Red Bill To Be Heard Opponents of legislation that would outlaw the Communist Party in California will be heard by the Assembly Interim Committee on Elections and Reapportion-ment Friday. Bills have been introduced that would forbid direct primary participation by a party advocating the violent overthrow of the government.

SACRAMENTO (AP)-Governor Brown and his new cabinet held their first meeting Wednesday night a two-hour closed session. Brown asked reporters to leave his office before the meeting began but later an aide said the governor and his advisers merely discussed procedural matters such as how often the cabinet will meet.

Asked why the cabinet meetings will be closed to the press, Brown replied we cant do the job we are supposed to do in a fishbowl. The meetings are going to be very informal, he said. For the first year, we will be discussing personnel matters and we want to have complete freedom of expression. In the past, Brown and his predecessors met with the Governors Council, an advisory group composed of the heads of 29 departments. These sessions were open to the press.
