Shaar By PAUL DAVENPORT Associated Press Writer PHOENIX A Republican lawmaker who helped draft GOP legislative leaders' budget-balancing plan said critics who demand more spending should propose tax increases to pay for it.

"I guess what I'm going to tell people is, if you want to spend money that doesn't exist, then you need to sponsor a tax increase bill," said Senate Appropriations Chairman Robert Burns, R-Peoria. "It's time to put your money where your mouth is," Burns added Tuesday. "I sense that there might be the desire to spend more than is in this budget," Burns said.

He then announced he would appoint a subcommittee to develop a "tax package" to pay for spending included in Democratic Gov. Janet Napolitano's proposed budget but omitted in the GOP leaders' version. Burns' first appointee to the subcommittee was Sen. Pete Rios, a Hayden Democrat, who then joked that he was chosen because Burns regarded him as a "tax- and-spend Democrat." "You said it," Burns replied. The lighthearted exchange came after Democratic senators said the Republican leaders were trying to skirt voter mandates on increasing spending for health care and education.

"It sounds like with this budget we're setting ourselves again to go against the will of the voters of Arizona," said Sen. Robert Cannell, D-Yuma. Burns noted that voters in 1992 amended the Arizona Constitution to require a two-thirds majority in each chamber of the Legislature to approve tax increases. However, Napolitano has said she will not call for any changes this year. Instead, she has appointed a commission to study the tax code and make recommendations for the Legislature to consider in 2004. House Minority Leader John Loredo, a Phoenix Democrat who last year proposed tax increases, said Tuesday that none is needed now if lawmakers adopt Napolitano's proposed reliance on borrowing to help balance the budget.
