By Ernie Busfimiffer Interior Decorating By I FERNANDEZ How do you make a small, boxy room lacking in detail seem interesting and important? With the i you choose and with the way you place it. A room recently designed by Gerda Clark of Abraham and Straus in Brooklyn, N.Y. is a sparkling case in point.

The room she was faced with had little going for it. Not only was it small and low- ceilinged; it had no fireplace, it had uninteresting windows the kind of banality one finds so often in high-rises designed with little or no planning going into making the layouts as charming as possible. She chose furniture that would provide the character, detail, charm and flavor that the room so sorely lacked. Designer Clark is well aware that the i would have to establish some kind of focal point around which the rest of the room would be designed much the way a fireplace serves to i a a i arrangement. To add warmth and a more personalized ambience, she first covered all the walls with suedecloth, chosen in the same chocolate brown color used for the carpeting.

Then she selected wall units with open shelves of burled walnut and cabinet doors of burlerf walnut or smoked glass. She chose three of these wall units which were then butted together to compose a most impressive, not to mention capacious, storage arrangement. This sleek and handsome cabinet wall was then utilized as the focal point for the rest of the room's furnishings. These included a pair of THE GIRLS loose-pillow-back loveseats covered in a jumbo-scaled floral print an outline- quilted chintz in an appealing combination of rust and rose. One loveseat was placed to face the storage units, the other loveseat was set at right angles to the i loveseat and the storage wall.

Facing the second loveseat on the opposite wall, across from the cabinets, is a pair of swivel chairs, covered in a rich velvet fabric of the same chocolate brown tone as the carpeting. The room has also been designed for comfort. The loose pillow design of the loveseats affords the ultimate in curling up and relaxing. The i a i a provide comfortable seating and they move and turn. A large glass and brass coffee table is in a traditional design.

Accessories and paintings are both contemporary and antique. The flavor of this eclectic mix also enhances the individuality of the interior. By A. LEOKUM The word nebula (plural, nebulae 1 in Latin means "mist" or "cloud." The name nebula was given long ago to certain objects in the heavens i a cloudlike when they were seen with the first small telescopes. Today astronomers usually divide the nebulae into two main classes, the galactic and the extra galactic nebulae. The galactic nebulae are found in or near the Milky Way, also known as the Galaxy. Extra galactic nebulae are those which are seen as being outside the Milky Way and Galaxy.

The galactic nebulae are made of dust and gas. Some of them are round or elliptical and have a definite outline. There are i nebulae which are irregular in shape and are probably great clouds of thin gases. The most famous of these is the Orion nebula. It can be seen without a telescope.

The distance across this nebula is so great that it would take light ten years to pass from one side to the other. There are probably millions of nebulae that exist in the vast space outside the Milky Way. They have different shapes, but most of them are spirals. They are made up of a large number of stars, big clouds gas, and great tracts of dust. Of all the spiral nebulae, the nearest to the earth is the Andromeda nebula.

It is the largest and brightest nebula that is known. It gives out about 1.500,000,000 times as much light as our sun. It is believed that our own Galaxy, to which belong the solar system and all the stars that can be seen without a telescope, is probably a nebula like others that we know of. MILLER: I've fixed up an aquarium which Is 20 inches long for my garter snake, El Lopo. Is that long enough? The other thing is, I spray leaves for his flrlnking water like I used to do for my lizard. Is that best, or is a drinking cup? A.N. A A aquarium's long enough IF El Lopo's short enough. As far as fluids are concerned, spraying leaves is all right for a lizardjbut El Lopo would do better with a more concentrated quantity. What he'd really prefer would be a bathtub big enough for complete immersion on occasion, rather than a puny drinking cup. DEAR DR. MILLER: If your canary has a black toe, does It mean anything? I never noticed that he had It before, but I looked real close and he sure does now. P.T.

DEAR P.T.: Odds are thai black toe means real trouble for your tiny bird. It's not uncommon for canaries to develop foot circulatory problems, in the toes in particular. The end result is probably gradual loss of circulation starting with the tip and extending back up the toe to its base. Progressive darkening of the skin usually indicates increased loss of circulation. Rarely can a black toe be salvaged.

Intensive treatment is often required if the other toes (and the bird) are to be saved. Consequently, a darkening toe on a caged bird usually indicates a dangerous, potentially progressive circulatory problem which, If Ignored, may eventually become fatal. DEAR DR. MILLER: Was just given Hamburger, a nine month old part dog and part German shepherd. Some say a choke collar Is dangerous, others say If you put It on right It's OK.

Could It help me train Hamburger? L.T. DEAR L.T.: A choke collar when properly used, (that is, to help communicate to the dog what is desired not as a choking tool) is an important piece of training equipment. It can, if improperly used, actually become a "choke" collar, but if so that's the fault of the trainer on the other end of the leash. Don't blame the collar. When it is worn properly, it hangs loosely around the neck whenever tension from the leash is relieved.
