Finley today was pondering an appeal of Commissioner Bowie Kuhn's latest and most stinging $7,000 fine of baseball's "bad boy" for the commotion he created while his Oakland A's were winning the World Series. Finley said before the disciplinary action was formally announced, that he would appeal $6,000 of the fines to baseball's seven-man Executive Council.

But he balked Monday after Kuhn issued the fine, which included $5,000 for Finley's firing of second baseman Mike Andrews following the second game of the series. "I don't know what I'm going to do." he said by telephone from his farm in LaPorte, Ind. He said only, that "regardless of hell or high water, fines or no fines." the two-time defending champion A's will be back in the World Series "once more in 75." The fine was the third Kuhn has slapped on Finley since he took the commissioner's office.
