Tucson Citizen 7E US must adjust to world economy Babbitt says t By MARY BENANTI Citizen Wnshmaton Bureau afraid of shaking their standings in the polls and thus refusing to to take a hard line on the economic situation in the country Babbitt said the only way to deal with the federal deficit is cuts in expenditures and Cpx increases But he also refused to say his own place in the polls was caused by his call for tax increases “I’m not talking about the economics of austerity” Babbitt said “I’m talking modest budget cuts equitably done I’m talking modest tax increases equitably apportioned" He said he would take $ 1 00 billion out of the budget in one or two years The first year he would reduce the deficit by at least $40 billion half by cuts and half by raising revenues such as consumption or value-added taxes He would cut another $40 billion to $60 billion the following year but did not specify how' If a value-added tax were seen to fall too heavily on those with less income Babbitt said the income tax rate could be lowered for those in the bottom of the tax str icture foods and medicines could be exemoted or tax breaks could be structured to benefit low-income families To the worker taking home a modest paycheck such a program would mean that there would still be “jobs for his children It will mean economic growth America has set in motion a world revolution - The Cold War is being concluded on its terms” Babbitt termed the moves toward pri vate enterprise in both the Soviet Union and China as signs that economically “Marxism is dead The world is awash in change on our terms” He said Soviet leader Mikhail Gorbachev is “turning inward” to deal with economic reality and said US leadership could do no less While refusing to predict massive unemployment and bread lines reminiscent of the Depression Babbitt said the prospect of more jobless and homeless people can’t be overlooked in the current economic climate “I’ve never met anybody who’s in favor of taxes” Babbitt said “But what are the alternatives? We are on the brink of the most difficult economic transition of the century” Showing markedly more humor in dealing with the press than he has before jBb-bitt said his falling back in the polls was nothing more than a “wicked conspiracy of the press" But he doggedly refused to say he Was losing or that he should quit Rather Babbitt said his campaign was gaining momentum that 50 percent of the Iowa vote wa undecided He said he has been fuit-ning on too little money for eight mohths but he could continue his campaign in that way until the Iowa primary in February T r “After all all you need is a plane ticketin your hand and the will to get up in the morning” Babbitt said -- WASHINGTON — -Unless the United States takes an active part in the economic revolution it started it’s “on the path to a place in the bleachers of world history” presidential hopeful Bruce Babbitt said yesterday The former Arizona governor reiterated his stand that “the deficit is going to destroy our economic future” at a meeting with the editorial board of USA TODAY and Gannett News Service Babbitt admitted that he is not the frontrunner heading into the February Iowa caucuses One poll showed him with said yesterday he is inclined to vote against the deficit-reduction plan agreed upon by President Reagan and congressional leaders last month The two-term Republican from southern Arizona said the plan is full of "gimmickry” and fails to makq any real spending cuts while callipg for $9 billion in new taxes this fiscal year Kolbe made his remarks at the Pima County Republican Club’s weekly luncheon In light of Monday’s 7693-point drop in the Dow Jones industrial average Kolbe suggested that Reagan and congressional leaders go back to' the negotiating table and agree on further cuts in reduce the rate of growth of defense and domestic spending and would raise $23 billion in new taxes during the two-year span However Kolbe said he thinks Congress will accept the plan but that it won’t satisfy the world’s financial markets “I don’t see the will in Congress or in the president to solve the issue” he said He said he is ready to accept a freeze on domestic and defense spending at 1987 levels along with a cut in cost-of-living adjustments for entitlement programs to help reduce the federal deficit There are members in Congress who are willing to bite the bullet and make real
