Boards May Set Own Fees HARRISBURG (UP) The state Justice Department said today boards of trustees of each of the 14 state teachers colleges may set their own schedule of fees and that such fees need not be form throughout the state.

In an opinion directed to Charles H. Boehm, state superintendent of public instruction, the Justice Department said the fees, as set 'by each board, are subject only to the approval of the state superintendent. Boehm had requested the opinion because of a proposal of the West Chester State Teachers College board to increase its room rents $1 a week and other fees $28 annually next year. Pennsylvania Skies Cloudy By UNITED PRESS 'The forecast for Pennsylvania today called for cloudy skies, some scattered showers and clearing later in the day.

A warm humid flow of southwesterly winds continued across the state this morning. Cooler. drier air moving slowly eastward from the Great Lakes region will move across the state reaching the southeastern portion early tonight. This morning. cloudy weather prevailed over most of the state with" numerous showers reported the central and western portions with low temperatures in the 60's.

Today's forecast calls for some clearing in west portion by afternoon with showers ending this morning. Showers and scattered thundershowers in central and eastern portions today. Highs will range from low 70's in northwest to around low 80's in south-central, southeastern portion. Showers will end early tonight in the southeastern corner with some clearing late tonight. Cool temperatures and fair weather will prevail over the remainder of the state tonight with lows in the mid and upper 40's in northern portion to the mid 50's 'n southern portion except near 60 in extreme southeast.

Tuesday will be mostly fair over the state with mild afternoon temperatures. Highest will be in the upper 60's in north to lower mid 70's in south portion. ours. The fire, of undetermined origin, was discovered by a passer-by at about 6:55 a.m. The building is the same one in wh'ch.
