Brooklyn and Queens residents who are dissatisfied with the proposed shearing of tho powers of the Borough Presidents In the proposed new city charter will voice their protests at the first of a scries of hearings to be held in the Board of Estimate room In the'Clty Hall, at P.

Borough President Hnrvey of Queens, who has assailed the charter as a proposed sell-out of the city to Tammany Hall, will be present, as will President Lyons, the Bronx, and Levy, Manhattan. So will Borough President Inger-soll. who while applauding the charter draft as a good attempt, nevertheless is opposed to certain provisions, such as tho divorcement of the Building Departments from the control of tho borough governments and placing them in the hands of a centralized Department of Public Works with offices in Manhattan.

Announcement of the hearing was made by Thomas D. Thacher, chairman of the Charter Commission. Mr. Thacher would cot directly answer a question as to whether he had received a letter from Mayor LaGuardla which ended "Sincerely but unhappily yours." "Oh. the Mayor is always writing letters." was Chairman Tbacher'si sole reply to the question.

The Mayor expressed himself "disappointed" with the product of the commission. It is understood; he will be the first person to be heard on the charter in the public session next Thursday. HIGHLAND PARK HITS CHARTER MOVE NOW Civics Want No Action Until After Election. Postponement of public action on the proposed charter revision until after the November (lection was favored last night during a meeting of the Highland Park Civic Association at 36 Hendriz St. In introducing a resolution authorizing the secretary.

Armand K. Rodriguez, to send letters to State Senator Jacob H. Livingston and Assemblyman Clement A. Shelton explaining the association's stand. James J.McCue, president, asserted: "It is too much to ask of the public to share its interest in what promises to be a hotly contested political campaign with a matter of such great importance as changing the form of city government." The secretary was authorized to send letters to the B.

M. T. and the Board of Transportation asking thnt a three-cent fare be established between the new Pulton sc subway and connecting trolley car lines. It was announced that bus route starting next week, will operate along Pennsylvania ave. to Linden thus providing a direct connection between the Highland Park section and Flatbush, for which the association has been agitating for several years.
