To appreciate what follows, it is essential to keep in uiiud that we are now about to quote the same organ which but a few weeks since scouted the idea of peril, as too utterly puerile for sober discussion.

It is evident that the jieople are really ceasing to govern, except in serious emergencies. Of eourse, as our republic is representative and not democratic, they have never gov rued directly. They have governed, except ill the choice ot the resident indirectly through representatives. Tlio theory is that they elect such representatives as they please. Tile fact has come to lie that they elect only such as a very few men designate.

Y. Post. OFFERS HIS suits the selfish interest of a small class. This class in our political community is that of the officeholders, and the office-holders depend, directly or indirectly, under our civil service system, upon the pleasure of the President. They are distributed throughout the country.

They are felt in every party committee and primary meeting. Politics, nominations, tile selection of delegates, are not their pastime, but tlieir bread-and-butter. Through them the President may ho coercively present in every caucus and that, presence is the germ ot Cicsarism. We observe as we write a curious illustration of this truth. In reconstituting the Republican State Committee ot Massachusetts, the delegation from each comity named the members from the county.

It was proposed in the Berkshire delegation to omit from the commit to Mr. Tinker, an internal revenue collector, who had made himself peculiarly offensive as a Butler agent. rCBUSaED WEKKLl7. OFFICIAL JOURNAL OF ETOWAII A BLOUNT cor STIES. Change of Trout. If there Many political journal ot high caste, which may ho said to have taken the decided leadership in renominating and re-electing Gen. Grant to the Presidency, it is Ilur-per's Wekly.

Aided hy the trenchant and cruel pencil of Nast, it ensured and hastened the downfall of the New Yoik Tammany Democracy through the same potent master of ridicule it badgered to his grave one ot the noblest hearts and heads in America, hut as if to rebut all suspicion of disiatereduess and patriotism, as if to leave no shadow of doubt as to the base partizanship which 'actuated its course throughout, has been up to the sitting of the Massachusetts convention, the undiscrimiuating supporter of every act of Grant's administration and the steadfast defender and apologist of the Credit Mobilier, the Washington ring of Public Works, the Central Pacific ring and the Hack Salary Grab. It has, ever since the war, been the unflinching personal organ of the, President, insisting upon a rigid party fidelity and replying to the Ihrald's warnings against the imminent dangers of (aesarism, with sarcasm and ridicule; treat-, ing them as a mere piece of dema-goggy not worthy serious attention. Hut behold the miracle worked by a few stubborn events! First came the Farmers movement threatening with destruction ai! monopolies and tlieir advocates, then came the startling disclosures) ot the New York Sun, demonstrating the, complicity of Grant and i his satellites in the monstrous frauds of the Washington King, then came the defeat of the Central Pacific ring in California, and finally to prove that the country everywhere is thoroughly aroused to the necessity of a change, Gen. Holler, tlie Grant mdidato for' Governor of Massachusetts, liasi just experienced a signal over throw. It was known long before, that the national office holders I would muster in a great force at I the convention and that the nomi-1 nation would be regarded as a test! of the strength of Grants adminis-l tration, tried under the most favor-, able auspices: it was also known I that Duller billowing in the manufacturing towns and villages was great the principal reliance of the decent portion of the community I being upon the farmers.

The respectable part of the indeed, was in despair. The result has added another to the series ot I crushing facts, which lias at length caused even the unscrupulous) Weekly to pause. In commenting I on the political situation, occurs the following remarkable language It. is not wise to forget that a considerable vote was cast last) year under protest, and that (lie object of that rote has been achieved. The intelligent and conscientious opinion, which lias always been) and is now the lb-publican strength, is very independent, and wears lightly the party cockade.

It does not value the party, but the pur-; pose for which ii has been sustained. The best men in the country have supported the lb-publican party, because they felt by so doing they served in the most practicable way liberty and public morality. Ami so long as they loci this way they will continue to support it. Hut when they cease to b-el it the party can count upon them no longer. Vain will be the thumb-lot the parly tom-tom.

It has no terror lor those who do not seek place or plunder. The Union is not now imperiled. Emancipation is secure. Repudiation is a dream. The re-election of the President has dissipated the hope of reaction.

The Republican party is not now bound together by the overshadowing dangers of the recent years, and it can therefore maintain its present unquestioned ascendency only by the character ot its administration. If it. should be seen that the national patronage controls local politics more and more, despite the claim of a reform ot the civil service if recognized of the national administration in the various States and in Congress should not command, because they would not deserve general respect mid confidence; if continuous Republic in victories at the polls should not stay the torrent of corruption, and bring the best, character, ability, training and experience into the management of public affairs -then the earnest patriotism that mado the Republican party would make another, which would gloriously continue the work that the Republican party gloriously began. Hut far nioru significant, coming from such soiitce, is the complete change ul front on the luomeutuuT AND ALSO, WILL HAVE MEW BUGGIES On hand. it did not then exist, and could not be foreseen. The original proposi tion in the Convention was that, the term of the Presidency should Ie seven years, and that the Chief Magistrate should not be re-eligible. Hut as lie was to bo indirectly elected, as there was virtually no army except the State militia, and as he had the power neither of the) purse nor of the sword, the lathers supposed that, they had removed all chance of danger from a re-election. Naturally they were more! jealous of the power of the execu live than of any other branch of the government. Hut when they! had, as they supposed, ineapaeita-j ted the President from securing his) own re-election, they were willing! to trust, that question to the peo pie.

That the development ot the) government would create a vast civil army, encamped throughout rho country, highly organized, sel li.shly devoted to tho will of the; Administration, commanded, from the capital, no human wisdom could foresee. When Washington was President the whole number ol sub irdinate officers in the civil sor vice was hardly larger than that ot those who are to-day employed in the New York Custom-house alone.
