The Press of Atlantic City reports that Bill Quirk, a Princeton resident who has a summer home in Ocean City, called 911 around 4 p.m. Friday. Quirk said a pickup truck was pushing his car down Route 9 in Middle Township, about 30 miles south of Atlantic City. Quirk said the truck sped up behind him, struck his bumper and kept pushing him down the road. He said he was afraid to speed up or stop for fear he would be in greater danger.

He finally pulled over when a police carresponded. The pickup's driver was taken to a hospital for a mental health evaluation The Associated Press Fighting over Easter bunny SALIBURY, Mass. A battle over Easter decorations has left two elderly Massachusetts men hopping mad. Robert Bailey, 75, is steamed that his neighbor's ceramic bunny is too close to his apartment and is accused of threatening to beat up the rabbit's owner, 73-year-old Larry Quinn, according to WHDH in Boston. But according to cops, Bailey turned around and filed a cross-complaint against Quinn for making threats against him in the escalating bunny battle.

Police Chief Richard Merrill says Bailey has problems other than the festive holiday decor, which features a furry rabbit with a ribbon around its neck. He has filed more than 38 complaints with the cops in lOyears. The man's behavior is so stereotypical that it reminded Merrill of "Grumpy Old Men." Monica McMenamin says 22-year-old Richard Vogel of Westville had been fighting with another casino patron on the fourth floor of the Harrah's Resort garage around 5 :40 a.m.

When casino security arrived on the scene, they saw Vogel on the outer area of the structure, apparently trying to climb down tothethird floor. OPEN VIOLATIONS 1 A1 including: BY BRUCE FURMAN and JONATHAN LEMIRE DAILY NEWS STAFF WRITERS City's own buildings have many violations, the News discovers paperwork. "It's a double standard," griped Frank Ricci, spokesman for the Rent Stabilization Association. "The city has really stepped up their enforcement on private building owners in recent years, but they clearly haven't cared abouttheirown." Although most of the violations at city buildings posed no immediate threat, they highlight a seemingly lackadaisical and hypocritical approach to enforcement. Building inspectors cited their own building for 20 infractions. The open citations include cracked facades and inadequate fire-prevention measures.

One Police Plaza has 94 open Buildings Department violations and another four of the typically more serious Environmental Control Board violations. One of the latter is for lack of proof that its emergency exits have a dedicated power supply a must since the Sept. 11 terror attacks almost 1 0 years ago. Manhattan Criminal Court has a staggering 109 violations. Last year, construction crews were ordered to stop work in two courtrooms due to improper permits, the records show.

Additionally, the Centre St. building appears to lack a final certificate of occupancy, records show. In the decades following its construction in 1941, it has used a series of temporary certificates -the last one issued in 1984, during INVESTIGATORS hunting for building violations can start with a tour of city buildings including the one where they work.
