The elimination of Bulgaria ought to mean the regeneration of Rumania. Through Russian treachery, they have been mortally wronged. Their case before the World's Congress will command attention only second to that of Belgium.

Austria's hand Is apparent in the collapse of Bulgaria. "Czar" Ferdinand undoubtedly acted on the advice of the Emperor of Austria, who hopes by the act of Bulgaria to open a road for a separate Austrian peace. There are obstructionists in the Senate to this measure, just as there were to the patriotic prosecution of the war. It is a sad spectacle to see New York's senior Senator, Wads-worth, ranged against this progressive measure; especially is it inexplicable when his own State has authoritatively spoken on the suhiect and has admitted women to the franchise. President Wilson's appeal to the patriotism of United States Senators is likely to be ineffectual: but his ad dress was couched in such earnest common sense that the American people will be impressed as never before with the justice of the claims of women to equal share in naming legislators city.

As Commander-in-Chief of the Armies of the United States, President Wilson made his appeal in recognition of the active part women are taking in the prosecution of the war throughout the home-land, and even in the emergency and base hospitals Dack or the trenches of Belgium and France.
