delay the Columbia River channel-deepening project The state Pollution Control Hearings Board will meet Wednesday to consider invalidating two state permits for the project which would deepen the shipping channel by three-feet The three-member panel already this week handed down a 14-day on clean-water and coastal-zone management permits the Department of Ecology issued to the US Army Cotps of
