"He left her and told her her mother would pick her up," Brown said. A saleswoman in Rich's Department Store in Atlanta's Greenbriar Shopping Center spotted Kristie and, assuming she had been separated from her parents, spent about 30 minutes trying to find them in the store. Then she took the girl to the store's security police department.

"At first, everything started out just like any other lost child case we have," said security chief Jack Moore. "But when she told us her name and where she was from we knew we had something special. She was a bright child, and didn't seem at all terrified about her situation at the time." Slater and his wife, who had broadcast appeals to the kidnaper to "please don't harm her," were "overwhelmed" by the news of their daughter's safety. Agents Speed Reunion To speed the reunion, FBI agents took the girl in a car and drove up Interstate Highway 75 toward Chattanooga while other agents brought Kristie's parents down the highway toward Atlanta. Carroll Twp. Open Burning Law Explained Garbage collection in Carroll Twp. is being slowed up by what appears to be a misunderstanding of a recently passed ordinance regulating open burning in the township. Robert Gilpen, garbage collection contractor, told the township's board of supervisors last night that township residents are placing large quantities of paper and other garbage matter out for collection. He said that he has been informed by many residents that the new open burning ordinance prohibits the burning of paper and that they have no alternative except to place it in refuse containers to be collected.

Gilpin said that if the condition persists he will be compelled to institute an additional charge for the collection of waste paper. The supervisors agreed that the condition has resulted from a misunderstanding of the provisions of the ordinance. They reminded township restdents that the outdoor burning of all waste matter, except garbage, is permitted between the hours of 7 a.m. and 2 p.m. on Tuesdays, Thursdays, and Saturdays.

By scheduling waste paper burning during these hours, the need to utilize garbage cans for the disposal of non garbage waste can be eliminatted, it was suggested. The supervisors also re minded residents that the monthly garbage fee of $1.50 permits the pickup of two 20- gallon garbage cans per week per family. The contractor will charge 25 cents for each additional can. Vietnamese (Continued From Page One) This is an area where intelligence reports have noted increasing Communist infiltration, cited by President Nixon in his latest Vietnam statement as a "disburging new infiltration has increased substantially," Nixon said Monday night. "It has not yet reached the point where our military leaders believe the enemy has developed the capability to mount a major offnsive, but we are watching the situation closely to see whether it could develop to that extent." One man was injured and two other persons escaped injury in accidents on Route 88 in Union Township early last night. The two accidents happened within a mile of each other in distance and within ail hour of each other in time. Ralph Stolz, 52, of 6348 Library Road, Library, was injured and taken to Monongahela Memorial Hospital when his car went over an embankment and struck a utility pole.

Stolz was admitted to Monongahela Memorial Hospital after receiving treatment for lacerations of the right eye lid and a possible concussion. His condition was described as "good" this morning by a hospital spokesman. Union Township police said Stolz lost control of his car when it skidded on the icy road surface as he was going over Library Hill at about 7:15 p.m. Damage to his car was estimated at $1,000. In another accident at the intersection of Cardox Road and Route 88 at about 6:15 p.m., police said no one was injured but a car operated by Martin L.

Chappell, 39, of Box 5421, RD 1, Charleroi, was totally wrecked. Police reported that the freak accident occurred when a car driven by Elizabeth Yancec, 32, of Seventh Avenue Extension, New Eagle, while leaving dox Road to turn onto Route 88, skidded and crossed the icy highway. Chappell, coming over the hill, applied his brakes in an effort to avoid striking the Yancec car, but skidded onto the berm and plunged over a bank. His vehicle rolled over and came to rest on its top, police said. Police said there was no damage to the Yancec car, as the Chappell vehicle did not touch it.

Slick Roads (Continued From Page One) said but damage to her vehicle was estimated at $2,500. Gilpin informed the visors that garbage collection during Christmas week will be delayed one day so that employes can have Christmas day off. Collections will take place on December 26 and 27 instead of December 25 and 26, he reported. The schedule will return to normal the following week and will remain unchanged during New Year's week. In other action last night, the supervisors reported that the continued delay in the installation of a traffic signal at the intersection of Routes 88 and 837 at Wickerham's Corner has been caused by the need for special equipment for the installation. The supervisors last night accepted the resignatior.

of Matthew Cowell as township animal control officer and said the township is accepting applications for the position. Cowell was elected Charleroi area magistrate in the ber 4 election and can no longer serve as animal control officer. Although it has been reported that Carroll Township will receive $1,300 in Crime Commission funds, the supervisors said they have received no official word in regard to the grant. The township applied for funds for the purchase of a police radio and walkie-talkie.
