Lutherans' First Woman Pastor In Communion PITTSBURGH (UPI)-In the vestibule of the Lutheran Church of the Redeemer in a modest residential section, the young minister had hung a huge banner of the comic strip dog, SnoOPine banner pictured Snoopy as dancing happily and urging all to 'Rejoice." That was the message the first woman pastor in the Lutheran Church brought to her home church and congregation, where she returned Sunday to celebrate her first holy comunion. The Rev. Miss Elizabeth Platz, 30, wearing flowing white robes, was solemn as she offered the bread of holy communion to the worshippers. But she left the pulpit, walked up and down the aisles and talked in a conversational tone as she delivered her sermon. "Snoopy is telling us it's great to be alive," she said.

"A Christian is the salt of the earth, he's the heaven, he's the joy of the world. We're here to celebrate God's promise." The pastor of the church, the Rev. David A. Jensen, said terwords: "We should be awake to the fact we have participated in history today." Miss Platz was ordained Nov. 22 at the chapel of the University of Maryland where she is a chaplain.

At a reception afterwards par ents were beseiged with wellwishers, enthusiastic about their daughter's unorthodox service. "She's always made us proud," said her father, Victor Platz. Miss Plat said. "It's a family feeling here I know so many people. The communion felt kind of strange.

Notice Notice For home delivery of The Daily Republican in Charleroi call 483-6583 or stop in the office at. 210 Fourth Charleroi, CHICAGO (UPI) A new health plan which would eliminate Medicare and Medicaid has been proposed by a special committee of the American Hospital Association. "Ameriplan, made public at a news conference earlier this week at the AHA headquarters, was recommended by the committee to revamp health services in the United States and finance them by a specific tax collected through social security. Ont of the committee members is John F. Horty, president of Aspen Systems Pittsburgh and former director of the University of Pittsburgh Health Law Center.

AHA represents 7,000 public and private hospital across the country. Ameriplan would require federal legislation and financing, said Farl Perloff, a hospital trustee from Philadelphia who heads the committee. It would group physicians, hospitals, nursing homes and other health services into selfgoverning "health care corporations" operating under the supervision of state health commissions, to be set up by each state legislature, Perloff said. Individuals could register with the health care corporation of their choice in their area, Perloff said, or be assigned to one by their state health commission if they did not register themselves. He said they could transfer from one corporation to another if they moved, or gave cause for the transfer.

Perloff said patients no long. er would pay directly for their health services, but would pay the health care corporation for doctors fees and other costs. He said Ameriplan would provide federal funds to finance all health care for the poor and also would make contributions Funeral toward financing treatment for what are termed the "near poor" those who qualify for partrial support of health costs. Perloff said that once the plan was implemented, it would eliminate the need or Medicare and Medicaid. Perloff, chairman of the board at Albert Eistein Medical Center and Philadelphia Gereral Hospital, said the plan will be considered at a special meeting of the American Hospital Association Dec.
