It would group physicians, hospitals, nursing homes and other health services into self-governing "health care corporations" operating under the supervision of state health commissions, to be set up by each state legislature, Perloff said. Santa Claus arrived in Monongahela by boat Saturday amid the thunderous applause of bystanders who lined City streets in some places, two and three deep anxiously awaiting a glimpse of the "Jolly old gentleman." Santa's arrival at 1 p.m. heralded the start of a parade which featured gaily-bedecked marching units and colorful Yuletide floats made especially for the occasion. Best appearing float, ac cording to Parade Chairman Wayne Price, was that of the Monongahela Fine Arts Club, whose theme was "Babes In Traffic Deaths In State Down 10 Per Cent HARRISBURG (UPI) The state Transportation Department Monday reported a 10 per cent decline in traffic deaths.

The department said statistics for the first 10 months of this year showed there were 1,813 highway deaths through last October, compared to 014 through the same 1969 per- iod Traffic accidents involving fatalities were down 9.5 cent and pedestrian deaths down 3.5 per cent. The preliminary count for October was 202 compared to a final figure for last October of 238. Reductions in the various categories were described as "most welcome" by Edward A. Hitchin, the department's dep-' uty secretary, for safety admin istration. But he warned the gains could be "eliminated before the end of the year.

"We are now in the most hazardous season of the year," he said, "earlier hours of darkness and adverse weather conditions can quickly offset the improvement in Pennsylvania's traffic safety record. Ignatius P. Hokaj of 510 First Donora, is the recipient of a two-year U. S. Air Force Reserve Officers Training Coips college scholarship. Cadet Hokaj receives full tuition and fees, an annual text book allowahce and a non taxable, monthly subsistence allowance of $50.

He submitted application for the award while enrolled in the AFROTC four-year training program at Duquesne University, Pittsburgh, where he is a junior student majoring in history. One, two and three year scholarships are awarded on a competitive basis to AFFOTC enrollecs. Each spring, under another AFROTC program, 500 male high school senior applicants who have been accepted at a college hosting.
