By ELAINE HAITE Sun-Telegram Staff Writer RIALTO Four persons nominated here for the California Department of Justice Attorney General Awards Program will receive certificates for valor and meritorious service in an awards ceremony March 23 in Coronado. Two Rialto police officers, one Los Angeles police cadet, who was killed here, and a local citizen, were nominated for the awards by Police Chief i Raymond Farmer.

The purpose of the awards program is to give official recognition to citizens and peace officers who support law enforcement or crime prevention through heroic acts or meritorious service. All nominations are subject to review and recommendations of a special award committee. This is the first year Rialto has submitted nominations for the program, Farmer said. Award recipients are: Officer Michael Dennis Vis-ser, certificate of commendation; Joseph T. Venegas, certificate of commendation; Officer Jerry Prieto, Michael Visser certificate of valor; Officer David E.

Bailey, certificate of valor, posthumously. Visser, an eight-year veteran of the Rialto Police Department, was named for his involvement with the citizens of the community and law enforcement personnel, particularly in the realm of martial arts. A fifth-degree black belt in karate, Visser is currently serving as Training and Personnel Officer for the local police department. He is an instructor in physical training and officer survival at the Joseph Venegas sheriff's academies in San Bernardino and Riverside counties. Visser was responsible for the development of the Rialto Police Cadet Program and volunteered his off-duty time to teach karate for the Reach Out Rialto Youth Organization for two years.

He has developed a model training program for police officers, regularly publishes training bulletins and has assisted in minority recruitment for the police department. "Officer Bailey displayed heroism far beyond the call of police duty, and a deep, sensitive dedication to" police professionalsim at" great risk to his own safe- ty," Farmer said.

"One cannot give more than his life." I Jerry Prieto Mexican American Council (UMAC) of Rialto, has coordinated a Cinco de Mayo parade each of the past three years. He has been responsible for sending many under-priviledged youngsters to Disneyland, Knotts Berry Farm, Sportsmans Lake and the California 500 at Ontario Motor Speedway. He works against gang-related incidents and juvenile delinquency through involvement in youth activities, Farmer said. Venegas has been known to physically interfere in fights at Rialto Junior High School and has assisted the police department on a number of occasions, Farmer said. Prieto, a four-year member of the police department, was named to receive the award of valor after he "deliberately exposed himself to potential harm to prevent possible danger to civilians or fellow officers" and was grazed by a bullet in the process.

Prieto responded to a call of a man with a gun firing shots in an apartment complex Jan. 10. When he arrived he saw the suspect turn toward another person. School officials say the district stands to lose $3 million in revenue if the voters approve the measure. "We see their point of view on this," Wiefels said, "but there's the problem of retroactivity if you don't settle the contract, you don't get paid for that period of time." The contract permits reopening the two-year contract at the end of the first year on monetary matters. The meeting will be in the district offices, 182 E.

The program is to standardize procedures for checking all contract pilots who work for both agencies, Browder said. Besides the water drops, used to fight fires in hazardous areas, pilots practiced landing aircraft on steep terrain under windy conditions, Browder said. The workshop ends today. Police said Allen Clair Ward, of 117 N. Sycamore and a friend were riding a toy vehicle on Mesa Street about 100 feet east of Sycamore when the accident occurred.

Police said the boys were facing away from the direction of travel of the motorcycle when a witness saw the motorcycle approach and called out to the boys to look out.
