C33913 (Proposition No. 1 on November 7, 2006 Ballot Special Municipal Election) An ordinance regarding the submission of a proposition to the electors of the City of Spokane relating to an amendment to the City Charter regarding recall elections of elected officials for violations of the City's Code of Ethics. The City of Spokane does ordain: Section 1. That the Charter for the City of Spokane is amended to add a new section designated as 8.5 to read as follows: Section 8.5 Recall of Elected Official for Violation of Code of Ethics A. An elected official of the City may be subject to a recall election if the ethics committee determines that the elected official has knowingly committed a violation of the Code of Ethics, that the violation constitutes moral turpitude rendering the elected official unfit to remain in office and that there are no mitigating circumstances.

The ethics committee may make a recommendation to the City Council that the elected official be subject to a recall election and that his or her name be placed on a recall election ballot to be placed before the elector for determination. The recommendation of the ethics committee that an elected official be subject to a recall election shall be in addition to any other available penalties established by ordinance. B. The City Council, by a vote of a majority plus two of the City Council, may pass a resolution to place the elected official's name on a recall election ballot for action by the voters of the City on the next available general or special election established by state law. The City Attorney's office shall be responsible to prepare and submit a ballot synopsis for the recall election.

C. If approved by a majority of the electors voting in the election, the elected official shall be removed from office effective the date the recall election results are certified by the County Auditor. D. The City Council may adopt, by ordinance, procedures to implement the provisions of this Charter section. Such procedures shall be consistent with the provisions of this Charter section.

Section 2. That this ordinance be submitted to the electors of the City for their approval or rejection at the special election to be held on November 7, 2006 in conjunction with the state general election, as the following proposition: CITY OF SPOKANE PROPOSITION NO. 1 Shall the City Charter be amended to enable the City Council, pursuant to a recommendation of the City's ethics committee, to pass a resolution, by a majority plus two vote, to place an elected official's name on a recall election ballot based upon a violation of the City's Code of Ethics for action by the voters on the next general or special election; and to provide for other procedural matters, pursuant to Ordnance No. C-33913? (Age 95) CAROLUS, Wanetta Rae (Age 71) Entered into rest Sunday, October 22, 2006 at his home in Spokane. Jim was a good husband, a loving father and grandfather. He will be dearly missed by his family. Jim was born October 30, 1910 in Fargo, North Dakota to John and Martha Carney. He met and married Mary Schillinger in July of 1945 in Davenport, Washington.

Together they moved to Spokane in 1950. Jim worked for the telephone company in Spokane for 31 years, and was a part of the Telephone Pioneers. He loved to spend his time fishing and being with his family. He is survived by his wife of 61 years, Mary Carney of Spokane, WA; daughter and son-in-law, Patricia and Gary Benner of Mead, WA; son and daughterin-law, Jim and Pat Carney of Coeur d' Alene, ID; five grandchildren, eight great-grandchildren. Jim was expecting the arrival of his first great-greatgrandchild in April.

He was preceded in death by his parents and his brother Russell Carney. Visitation will be held from 8:00 AM to 8:00 PM Wednesday at Riplinger Funeral Home. The Spokesman-Review 013 OBITUARIES 013 OBITUARIES BRENDE, Harriet (Swanby) passed in her sleep late Friday evening, just days: short of her 84th birthday. Born in Fairview, MT on October 25, 1922 to Andy and Agnes Swanby, she spent her early years on the family homestead. While she was in grade school her family moved to Sidney, MT, the nearest town. After graduating from Sidney High school she entered Northern Montana College in Havre, MT on a scholarship. There she met and married Otis A.

Brende in 1942. They had three children in an active household: that included her father-in-law and numerous pets that he and the children brought home and replaced over the years. Although she strongly believed that all animals should live in a barn, she wisely and patiently tolerated their presence in the house. She and her family moved to Davenport, WA in 1955 where her husband continued to work in the family business. Shortly after they moved to Spokane in 1959 she became the bookkeeper for R.E.

"Eddie" Page Insurance Company. Upon Mr. Page's retirement, she worked as the bookkeeper for Hite Crane and Rigging and remained there until she retired in her 69th year. A very bright and energetic woman, she was a voracious reader who found time to engage in many activities. Among her favorites were her art works and she was quite talented working primarily in watercolors and sketches.

She also had a keen eye for and interest in architecture and all types of construction. She was proud of her and her husband's Norwegian heritage. Following her husband's death she was able to visit a number of her relatives in Norway. She was also able to travel to Spain, Italy, China, and several cruises. Over the years she was active.

She went home to be with the Lord October 21, 2006. Nita married Sonny Carolus June 7, 1952. She was a devoted wife, mother, grandmother, and great-grandmother. Her compassions ran deep as she counseled women and children in need for many years, at the YMCA of Spokane. She is survived by her husband Sonny; over the past 36 years they lived in Deer Park, WA.

They raised four children: Ken, Terri, Kelly, and Tracie. She was also blessed with ten grandchildren and six greatgrandchildren. Nita was loved by all and will be greatly missed. Memorial Service will be Wednesday, October 25th, 4PM at Calvary Chapel of Spokane, 511 W. Hastings Rd.

In lieu of flowers, donations may be made to the YMCA Domestic Violence Program, 829 W. Broadway, Spokane, WA 99201. CRANSTON, GEORGE FIELDER (Age 97) George F. Cranston passed away October 22, 2006" in Davenport, WA at the age of 97. George was born on December 11, 1908 in Pollock, South Dakota.

He was the son of Isiah and Alice Mae (Parrott) Cranston. At the age of 18 months his family moved to the Rice, WA area where he made his life-long home. He attended grade school at the Old Daisy School and high school in Colville, WA. After high school he worked at several jobs including Porter Carter Store in Old Daisy. In 1930 George married Lydia Mutterer in Davenport, WA.

George worked for area farmers and in 1937 purchased the Store and Creamery in Old Daisy. The store burned in 1958 and George began custom harvesting for a time before he started working for the Washington State Department of Transportation in the Colville- Rice Shop. He worked there for 10 years before he retired to a life of fishing and hunting. George was a member of the Rice 100F Hall, Stranger Creek Grange and the NRA. He was very active writing letters to Government Officials in support of animal preservation and hunting rights.

George is survived by his wife of 73 years, Lydia Cranston, Davenport, WA; daughter Joayn Taylor, Davenport, WA; son, Jerry Cranston and wife, Val, Kettle Falls, WA; sister. Ruth Griffin, fornia; six grandchildren, 11 great-grandchildren and seven great-great-grandchildren; also numerous nieces and nephews. His son, Billy, and one grandchild preceded him in death. Visitation will be held on Wednesday and Thursday, October 25 26 from 9:00 a.m. to 5:00 p.m.
