The exhibit, to take place on Fifth between 8 and 9 was orginally scheduled for Aug. 14, but was postponed to allow some of the senior artists "to put the finishing touches on their work." Mrs. Millie Fekler, Menorah executive director, and Max Wiseman administrator, said paintings, works of sculpture, hand woven- rugs and other art objects will be included in the exhibit.

Contributors average 85 years of age. A highlight of the display will be the selection, by a group of Menorah officials, of the home's "Grandma" and "Grandpa Moses'' oldsters whose paintings are judged outstanding" the exhibit. The Golden Age Art Exhibit is part of Menorah's occupational therapy program, which gives residents and members of the home's day centers an opportunity to display their creative talents and abilities before the public. 15, for the fourth and last ocean cruise of the 1961 summer season. Sailing from Pier 4, Brooklyn Army Terminal, at 2 P. they will be on board the USNS UP- I SHUR for 23 days with stops at Rota and in Spain, and Leghorn and Naples h. Italy. With the friendly co-operation of the Military Transportation Service, these young men aged 14 through 17 will follow a regular training schedule while a boad and will be familiarized with the complex working of a Navy vessel.

In the Scout tradition of learning by the Sea Explorers will stand watch alongside Navy personnel, and will reveive traing also in such subjects as First Aid at sea, shipboard damage control, seasmanship, navigation, radiological defense measures and general life at sea. Michael Levine, skipper of Ship 40, sponsored by Kings County Lodge-B'nai B'rith, is the senior leader and will be responsible to the Greater New York Councils for the safety and guidance of all Explorers throuhout the cruise. The UPSHUR will return to New Ycrk rv.foi;iiiany years, many persons have been urging that the. islands in the East River as places of recreation aud fun for the -millions of residents- of Manhattan, the Bronx. Brooklyn- and nese islands are easily from a distance standpoint to all the boroughs except Richmond Staten Island.

Something along this line has been done with Randall's Island with its many green acres, its" huge stadium and its watersides washed by the East River. The. threat of a big housing pro ject to 'be on VY'eifare known to all oldtimers as Black-well's Island has aroused New Yorkers to the possibility of losing a future playground of great utility, beauty and ideal location. Among groups opposing a massive housing project on Welfare Island is the New' York Chapter of the American Institute of Architects which is registering strong opposition to the plan. This powerful organisation of architects points out that "the Island presents the final and fore-nvj'st single opportunity to develop greatly needed open space and recreation sites for those liv ing in the central area of New York City." The Chapter, composed of more than architects, its position known after careful review by a special study group of its civic design committee.

The study group included M. Milton Glass, chairman of that committee, Simon Breines, and Clarence S. Stein. The architects said that action should ibe taken to insure that this public land will be used to relieve the congestion in the City by providing the area with parks, playgrounds, and other leisure time facilities. OPEN SPACE NEEDED According to the Chapter, the City's most pressing need is for (more open space and park recreation areas.

Sites for cultural, sports, and leisure activities are grossly inadequate in the city. The group pointed to the accepted recreation acreage standard established by the National Recreation Association which has designated a minimum requirement of 10 acres of local recrea tion area per 1,000 population as a desirable standard. Manhattan has a total of 2,650 acres of recreation space, or 1.5 acres per 1,000. In Queens it is 7.8 acres per 1,000 population but the large parks in that borough are' far from the East River. These figures are from the Park, Recreation and Open Space Project, a study made under the joint sponsorship of the Metropolitan Reginal Council and the Regional Plan Association, Inc.

The Metropolitan Regional Council, composed of city and county officials of metropolitan New York and nearby New Jersey and Connecticut areas, is under the chairmanship of Mayor Wagner. The architects stated that the conversion of all of Welfare Island, except that portion essenti-. al hospitals, into a great park similar in nature to Central Park will offer significant advantages to the City's populace. It was pointed out that there is no large park along the East River above 14th St. Also, the Island is' an ideal location for park and recreation areas because of open -to' portions: of Queens that may be redeveloped for residential purposes.

The activities of Wel- fre -Island's -park could be as varied as those of Central Park. Accessibility is another important consideration according to the architectural group. Getting to and from a park on Welfare Island will not produce the difficulties that will have to be faced in the case of the suggested housing project. The 20,000 families which the project intends to accomodate will probably have one or workers in Manhattan. Therefore, there would be approximately 25,000 people traveling in the same direction at the same peak hours. Even if it were practical to put a new station on one of the two subways below the Island, which is questionable because of the slope of the tunnels, it would be difficult, if not impossible, to handle the tremendous additional passenger load at peak hours.

Access for park use would not present these difficulties. There would not be as many people using the facilities at the same time and they would not be going to the park at the peak hours of travel. The load of visitors would be spread out over the day. In addition to Welfare Island, the Chapter recommended the future development of Randall's Island 'd Ward's Island. The group said that these East River Islands would help reduce the tremendous lack of adequate open spaces and recreation areas that now exists, and would add four miles of verdant beauty visible from Manhattan, Queens and parts of Brooklyn and the Bronx.

The architects pointed to the fact that the Government's recently enacted new housing legislation provides funds for cities to purchase land for future park space. New York City would be taking a backward step if it did not use a- vailable public property for the public welfare. The cost to the City to pur chase an equivalent amount of land to relieve the short supply of recreation space in Man hattan would run to well over $100,000,000. Yet here on Welfare Island are over 150 acres of land at the meeting point of three boroughs, which belong to the City and are available to be used for the public good through conversion to a city park. The architects are convinced that the development of Welfare Island and the other two East River Islands is one that must be carefully studied with respect to meeting the" space needs- of- our adjacent high density areas.

No bmMings, they -stress, should be planned for or on- these Islands untiL such a study is made. Further, the Chapter stated that if called upon it would lend every possible assistance, through its civic design committee, to any study project that is decided..
