Taiwan by name But he urged the United States to our differences in a cautious and appropriate manner" He said both countries must have respect for sovereignty and territorial integrity" and budget cutting Our Washington Legislature barely balances the budget without an increase in general taxes They did it by raising fees affecting everyone who drives drinks hunts fishes or goes to oil by $425 a barrel oil companies said today The reduction lowers the price to $35 and is seen as putting increased pressure on some members of the Organization of Petroleum Exporting Countries to cut prices British Petroleum Co and Royal Dutch Shell spokesmen said their companies were notified of the cut by the British National Oil Corp which represents the government The cut is effective immediately they said The British government had been under heavy pressure from oil com-panies to reduce its price Earlier this month BNOC told companies it was willing to cut its charge by $2 but the companies rejected that as inadequate A spokesman for British i Petroleum which had publicly call- ed for a $5 reduction said are by the $425 cut A spokesman for BNOC declined to comment However BNOC nor-mally announce its price decisions letting its customers do so instead Britain traditionally prices its oil in line with African members of OPEC but reduction breaks that pattern Those countries principally Algeria Libya and Nigeria now charge up to $41 for a 42-gallon barrel of oil and have been having an increasingly difficult time finding buyers There have been unconfirmed reports that those countries have sold some oil below their official prices but they have so far refused to reduce the prices Pressure for lower oil prices have been growing all year and were accelerated at last OPEC 1 meeting when Saudi Arabia the largest exporter of oil refused to go along with production cuts to eliminate the worldwide oil glut Leslie Winters a Vietnam War veteran feels his illnesses are caused by Agent Orange Agent Orange Rainier vet joins herbicide lawsuit deadly dioxin TCDD Agent Orange was the best known of many defoliants used in Vietnam before the Air Force halted its spraying in 1970 Winters a Redding Calif native spent his first tour in areas southwest of DaNang From October 1968 to October 1969 his elite Special Forces airborne artillery unit was flown to firing zones sprayed with Agent Orange The dead and still living vegetation was removed by hand He also claims the pesticide was dropped accidentally on his position by the Air Force and mixed with water or diesel fuel for use as a mosquito repellent After re-enlisting and serving another tour in Vietnam which ended in February 1971 Winters returned again to California He came home with boils covering his body and an addiction to heroin Winters says he kicked the heroin addiction on his own in 1975 He got divorced and moved to Mount Vernon where he met Kevin Stinger He later moved into a house in Kelso with Stinger and met his common-law wife Janel in 1976 For sister Linda Cafourek little has changed since 1971 He came home then a with his boils and mental problems she recalled in a phone interview from Redding When she last saw him eight months ago Mrs Cafourek said he was calmer but constantly sick The VA she said bitterly helped him think he got a raw she says know about this Agent Orange but they who have filed complaints in a class action suit against five chemical companies which manufactured Agent Orange The suit was filed in US District Court in New York on behalf of the almost 25 million Vietnam veterans and their families He and other veterans have had a longer running dispute with the government They want the Veterans Administration to compensate for ailments they say were caused by Agent Orange Winters is unemployed unable to work because the stress causes stomach and muscle pains he says Other ailments he lists include blood in his urine open sores on hands and feet migraine headaches and sensitivity to sunlight Perched on the edge of a couch in the living room of his rented two-story home hands shake and his jaw quivers as he talks But his speech is steady and says eyes will roll back into his head clutch his stomach and boom he falls Winters has received outpatient care in VA hospitals in his home state of California and now in Portland Medication helped he says and he criticizes doctors who believe he was harmed by Agent Orange Winters went to the VA after learning of other veterans complaining of symptoms caused by Agent Orange less than two years ago Agent Orange consists of herbicides 24-D and 245-T the latter of which contains the White's body beaten with a blunt instrument was found in the back yard of the house Mahnke said the boy was interviewed in Pacific County where he is being held for probation violation He added that the probation violation had nothing to do with murder White a butcher at grocery store on Ocean Beach Highway in Longview had lived with his parents in Castle Rock since returning from Pocatello Idaho in 1979 Youth questioned Police say if they have suspects in murder White recently rented a house at 230 23rd Ave where his body was found Mahnke also said that a white 1969 Ford Falcon recovered shortly after midnight last Wednesday at White Pass belonged to White He would not comment whether the car provided any clues to help solve the case Funeral services for White were at 11 am today at Ditlevsen-Moore Funeral Chapel in Kelso with private burial services following at Whittle-Hubbard Cemetery in Castle Rock 1 As funeral services were being held today for Arthur White Longview police reported no new developments in investigating the murder of the 48-year-old man whose body was found in a shallow backyard grave last Wednesday Lt Hal Mahnke said officers have been interviewing people who knew White but he declined to comment whether police had suspects in the case Among those interviewed Mahnke said was a boy who had lived in the house White rented.
