after an unidentified person threw some combustible liquid through a window at his place of work Tom and Jerry's Barber Shop 1028 14th Ave Forshee told police he was in the restroom when a hand holding a small Elass container came through the window When the liquid hit himit was on fire Police said the fire department will send the coat which Forshee was wearing to the laboratory to bills acceptable to President Nixon that ought to constitute the closing chapter on our involvement in the Southeast Asia war So determined were members of Congress to force an end to the bombing in Cambodia regardless of the consequences that they wrote binding language cutting off the bombing into several different appropriations bills that the President just could not veto However there was agreement that the bombing ban would not need to take effect until Aug 15 to give the negotiators the backing Nixon says is needed to produce a peace treaty in that country that has some chance of lasting The relationship between Congress and the President seems to have improved a little and that may be due to Watergate rather than despite it Nixon has had a devastating comeuppance It may make him less high handed in his dealings with the legislative branch But Congress is not counting on it and is still fighting against presidential impounding of funds An example is the $191 billion appropriation bill for housing space and programs It contains a clause saying the money must be spent all of it even though it is $500 million over the budget Fearful of a veto the Senate added a clause saying that if the administration refuses to spend money appropriated to provide air conditioning in eight veterans hospitals the air conditioning shall be cut off in the White Office of
