Most of the yellowed customs papers date back to the late 1800s, and are mixed with faded photos, crinkled telegrams and letters detailing the immigration process. All have one thing in common: the Chinese Exclusion Act of 1882.

The act born in a time when national unemployment was high and the economy was sagging strictly regulated travel to and from the United States by Chinese laborers. It also prevented Chinese from becoming naturalized citizens. More than a century later, National Archives offices in Seattle, Los Angeles, San Francisco, Philadelphia and New York City, are using a database to index customs records of about 350,000 Chinese immigrants to simplify genealogical and academic research. The Seattle files are the last to have been released by the Immigration and Naturalization Service and, because of the city's location, the collection of documents is one of the largest nationwide, said Susan Karren, assistant director of Seattle's National Archives office. Although only 4,000 of the 60,000 files have been indexed, Karren can appreciate the rich source of information the files have been so far.

"They're going to be valuable in giving us good pictures of what life was like then," Karren said. "They're going to give us social patterns." The records also bring an obscure part of American-Chinese history into the open and show with intense detail how unjustly the Chinese were treated, according to Dr. Rose Wong, an urban historian at the University of Washington. "It's not a pretty history," she said. According to Wong, interrogations by immigration officials to determine if a laborer could enter the country were unfair and intimidating.

"Almost all the questions were too much. I don't think even people today would have been able to answer them," Wong said. Others were too personal. In the United States, they became fishermen, laundrymen and cooks.

Some helped rebuild Seattle after the 1889 fire that destroyed most of the city's original downtown. Most of the paper sons never told their families their true identities. "There is a stigma attached to a paper identity but you have to look at the injustice of the act," said Ron Chew, director of the Wing Luke Asian Art Museum in Seattle's International District. "I don't think historians outside the community have fully measured the impact of the law on the Chinese-American community," Chew said. "It was a horrendous law that singled out Chinese and robbed Chinese Americans from the opportunity of really establishing a life and true identity in this country." Chew said the law, which was the first ever adopted by Congress that excluded a specific group, has consequences that still affect the community today.

The act placed a social and psychological burden on Chinese-Americans, said Marian Smith, an INS historian in Washington, D.C.
