The survey, conducted by the same company that polled for Ronald Reagan, found that Frohnmayer was supported by 33 percent of voters compared with 28 percent for Roberts. The poll found, however, that the largest group of voters 39 percent was undecided. The Feb. 14-16 telephone survey of 600 registered voters has a margin of error of plus or minus 4 percent and provides the first public poll results of the governor's race since Gov. Neil Goldschmidt announced earlier this month that he wouldn't run for a second term.

The survey was immediately taken as a needed sign of credibility by supporters of Roberts, who jumped into the governor's race one day after Goldschmidt dropped out on Feb. 7. "We're very pleased," said Patricia McCaig, Roberts' campaign director. She's as strong, if not stronger than the governor was." Bob Moore, a pollster for Frohnmayer, said he wasn't surprised by the results because both of the two gubernatorial candidates are statewide elected officials who voters recognize but don't know a lot about. Roberts is secretary of state while Frohnmayer is attorney general.

The state Department of Labor and Industries cited the fire department for two "serious, willful" violations Wednesday, each carrying penalties of $50,000 each, and one "serious" violation, carrying a penalty of $2,400.

A serious, willful violation is defined by the state agency as one in which an employer knew a condition was illegal or hazardous but chose not to correct it. A serious violation is one in which there is a substantial probability that injury or death could occur, and the employer knew or should have known about the hazard. The citations were issued after the death of Lt. Matthew Johnson in a Sept. 9 arson fire that gutted the old Blackstock Lumber Co.

Turner on Wednesday the Bush administration has attempted to ignore the Mitchell Act of 1938 mandating federal responsibility for 25 fisheries on the Columbia River between Oregon and Washington. "Unfortunately the administration's budget represents a retreat, not a step ahead for fisheries," Unsoeld said. "Without additional funding, some of the current hatcheries are going to have to be closed," she said. Unsoeld said the fisheries along the Columbia River provide 50 percent to 75 percent of the Northwest's salmon. She said Bush's budget request included no new funding for those hatcheries.

"This is a resource that needs to be utilized for the entire country," she said. "We're not going to get more from our fisheries if we spend less money." Turner said the administration's overall 1991 request for fisheries is $53.8 million, a $6 million increase from 1990. He said an increase of $400,000 is requested for the new hatchery at Nisqually, Wash. Rep. Gerry E.

Studds, chairman of the Merchant Marine and Fisheries Subcommittee on Fisheries and Wildlife Conservation and the Environment, opened the hearing with a stinging attack on Bush's commitment to the environment. "The question is whether President Bush has a serious plan for improving the environmental quality of our nation, or whether he simply wants us to believe that he does," Studds said. He said the president's budget is "very long on symbols and very short on substance. "There are plenty of gimmicks. but behind all the show business is just another stand-still budget," Studds said.
