A correspondent of the Washington Dispatch from this city, gives the following accouut of Mr. Biggs' Test Oath Ordinance. The manner In which the Convention disposed of that matter ill doubtless be satisfactory to the people.

In the sequel, so odious had the ordinance become, but few "fire eating secessionists" would soil their fingers with it. Judge Biggs' bantling was choked to death, and he retired from the scene. The Dispatch correspondent says Judge Biggs, of Martin, introduced into the Convention the other day an ordinance defining Sedition," and providing for the punishment thereof, and also requiring every male citizen in the State, over sixteen years of age, to go before a magistrate and take and subscribe an oath of fidelity to North Carolina ajid the Confederate Government. The measure is justly regarded here as the most abominable of all the abominations that have ever existed in the Southern Confederacy. It is certainly calculated to do irremediable mischief i rathe land it would produce irreconcilable divisions among our people, and end in civil strife here at home.

We are now all united in one determination to maintain the Southern Confederacy, to repel the invading foe and drive him from our soil. We havn proved i that union and determination by sending over thirty-Jive thousand brave soldiers to the field, and we have fifty thousand more ready to go whenever needed. Fathers have given up their sons, wives hare given up their husbands, sisters have imprinted a farewell kiss upon their brothers, as they have bid them go to the battle-field, and all, all have contributed most patriotically of thoir means to sustain our cause, and provide for the destitute families of those who have gone. Hundreds of fathers have been seen standing over the graves of their departed sons, who fell amidst the clash of arms, or by disease from exposure in camp, and there wept almost tears of blood for the loss of their beloved sons yet, these fathers can't be trusted'! their fidelity is questioned they must be sworn the magistrate goes to them with the book and the path in one hand, and the writ of expatriation and confiscation in the other, and says to them, take this oath, or leave this country. Sir, a feeling of desperation would rise up in the breast of these aged fathers that wonid speak from man to man, until whole communities would be engulphed in a tiame that nothing but blood could quench.

I am glad to inform you, Mr. Editor, that the measure meets with Vio favor from the co riser eat ive members of the Convention it is only the "fire-eating Secessionists that advocate it and it is but a dim foreshadowing of hat that oiaas would do vf they were only in full power. Their partizan policy and proscriptive practices are fast calling down upon them the just indignation- of theboneVconservative men of the State, -who believe "that, in thia Lour of severe trial, to oar there should be naparly teeling, ana division, and distrust, and suspicion among our people, but that mutual good will and harmonious action should characterize oat' efforts in the present struggle and that cottserratfre 'sentiment, Mr. Editor, is spreading, and will continue to spread, until the illiberal, narrow-minded policy and practices of those newin authority shall have been changed to a more just and generous system. Whether such a change can be expected, without a 'change of men, remains to be seen.

Resolved, That inajsmuch as our citizens have been responding so liberally to -the urgent and repeated calls upon their resources to meet the exigencies of the war as to deprive theni of the pleasure and privilege of contributing to an extent commensurate with the necessities of the sufferers at Charleston, and with' their own that the delegates to the Convention of North Carolina frotri this county be requested recommend to the Convention a contribution to he City of Charleston of such an amount as the me'ans of the Treasury and the resources of the State Will justify. 6th.

Resolved, That thej Chairman of this meeting enclose a copy of these resolutions to the mayor of the city of Charleston. In presenting the resolutions Mr. Miller, in an eloquent speech, took occasion to give them his hearty approval. In response to calls made upon them, Rev. J.

"We learn that the subscriptions in Raleigh for the relief of Charleston, amount to about $2,000. VIRGINIA. This old Commonwealth! has done a noble part in sustaining the war. She has been more deeply injured so far, than any of hter sisters, yet her people have rallied almost as orie man, excepting in the Pan-handle, to beat back thie invaders. Gov.

Letcher in his recent Message gies the following gratifying account of what she did before transferring her military operations to the Confederate States: 1. The Nary Yard and Harper's Ferry arsenal, captured without the loss bf a single life, and securing to the State in its intrinsic value at from $25,000,000 to $30,000,000. 2. Upwards of 40,000 volunteers have been drawn from their peacefnl pursuit, and some of them from the most distant parts of the State have been in structed tn the most elementary exercises or the' soldier; have been armed equipped and supplied with every necessary for active service in the field, and are now ready to defend the honor and maintain the liberties of the State. 3.

A navy department, hitherto unknown to our State organization, has befen thoroughly and effectively organized. Navy batteries, numbering upwards of 320 pieces, and iheavy ordnance, vaiying in weight from 5,000 to 10,000 pounds, have been established, the guncarriiges for the most part made, and the ammunitionjprepared, while upwards of 120 pieces of heavy ordnance have been forwarded to other States of the Sduthern Confederacy. 4. The various staff corp, embracing commissary, quartermaster, medical and engineer departments, have been organized under ordinance the 20th ApnL 1861, and their efficiency p.s not only contributed to the promptness and completeness of the preparation which has enabled usj to put so large a force from our own State into the field, but to facilitated the "movements and emcienty of most of those who have come to our aid froni the other States of the Confederacy. 5.

And finally, these reMts have been reached in due regard to an economical expenditure of tht-pubiic money. The stores jand other property, purchased for the military operations, have been paid for, as they were bought, and thus the credit of the State htts been fully sustained. It is due to truth and justice that I should here record, in this recapitulation, my high appreciation of the industry, judgment and professional skill which have marked the oonkiuct of the distinguished officer who has been icalled by me, wjth the unanimous approval of thej Convention, conduct the military and naval operation of Virginia.
